بحثت السيدة نعيمة بالقاسم العريبي، نائب المكلف بتسيير أعمال المجلس الوطني للحريات وحقوق الإنسان ومدير إدارة المناطق الشرقية، مع مسؤولي قسم سيادة القانون وحقوق الإنسان ببعثة الأمم المتحدة للدعم في ليبيا (UNSMIL)، سبل تعزيز التعاون والتنسيق المؤسسي في مجالات سيادة القانون وحماية حقوق الإنسان، وتطوير آليات الرصد والمتابعة الحقوقية في المنطقة الشرقية.
وجرى اللقاء بحضور السيد ماركو، رئيس قسم سيادة القانون وحقوق الإنسان ببعثة الأمم المتحدة للدعم في ليبيا، والسيدة بشرى، رئيسة قسم سيادة القانون بمكتب البعثة في بنغازي، إلى جانب أعضاء اللجنة الفنية الحقوقية التابعة لإدارة المناطق الشرقية بالمجلس.
وتناول الاجتماع عددًا من الملفات ذات الأولوية في نطاق عمل المجلس، وفي مقدمتها تعزيز آليات الرصد والتوثيق الحقوقي، ودعم ضمانات المحاكمة العادلة، ومتابعة أوضاع أماكن الاحتجاز، وتطوير القدرات الفنية للكوادر العاملة في مجال حقوق الإنسان وسيادة القانون، بما ينسجم مع المعايير الدولية ذات الصلة.
كما ناقش الجانبان فرص تطوير برامج التعاون وبناء القدرات وتبادل الخبرات الفنية، بما يسهم في تعزيز منهجيات العمل الحقوقي القائمة على الرصد المهني والتوثيق الموضوعي، ودعم المؤسسات الوطنية والجهات ذات الصلة بإنفاذ القانون في الوفاء بالتزاماتها القانونية والحقوقية.
وأكدت السيدة نعيمة خلال اللقاء أهمية الدور الذي يضطلع به المجلس الوطني للحريات العامة وحقوق الإنسان باعتباره مؤسسة وطنية مستقلة معنية بحماية وتعزيز حقوق الإنسان والحريات الأساسية، مشددةً على أهمية توسيع مجالات التعاون مع بعثة الأمم المتحدة، ولا سيما في الجوانب الفنية والتدريبية وتبادل الخبرات، بما يدعم تطوير الأداء المؤسسي وتعزيز آليات الحماية الوطنية لحقوق الإنسان.
من جانبه، ثمّن ممثلو بعثة الأمم المتحدة للدعم في ليبيا جهود المجلس، ولا سيما عمل إدارة المناطق الشرقية ولجنتها الفنية في مجال الرصد والمتابعة الحقوقية، مؤكدين استعداد البعثة لمواصلة تقديم الدعم الفني والخبرة الاستشارية وبناء القدرات في المجالات ذات الصلة بسيادة القانون وحقوق الإنسان، وفقًا لاختصاصات البعثة وأطر التعاون القائمة.
واختُتم اللقاء بالتأكيد على أهمية استمرار التنسيق والتواصل المؤسسي بين المجلس والبعثة، والعمل على بلورة خطوات عملية وبرامج مشتركة خلال المرحلة المقبلة، بما يعزز المتابعة المهنية للملفات الحقوقية ذات الأولوية، ويدعم الجهود الرامية إلى ترسيخ سيادة القانون وحماية الحقوق والحريات وتعزيز دولة المؤسسات في ليبيا.
Acting Deputy Head of the National Council for Public Liberties and Human Rights Meets with UNSMIL to Discuss Strengthening the Rule of Law and Human Rights Protection Mechanisms in Eastern Libya

Ms. Naima Al-Qasim Al-Aribi, Acting Deputy Head of the National Council for Public Liberties and Human Rights and Director of the Eastern Regions Department, met with officials from the Rule of Law and Human Rights Section of the United Nations Support Mission in Libya (UNSMIL) to discuss ways to strengthen institutional cooperation and coordination in the areas of the rule of law and human rights protection, as well as to develop human rights monitoring and follow-up mechanisms in eastern Libya.
The meeting was attended by Mr. Marco, Head of the Rule of Law and Human Rights Section at UNSMIL, and Ms. Bushra, Head of the Rule of Law Unit at the Mission’s Benghazi Office, alongside members of the Human Rights Technical Committee of the Council’s Eastern Regions Department.
The meeting addressed a number of priority issues within the Council’s mandate, foremost among them strengthening human rights monitoring and documentation mechanisms, supporting fair trial guarantees, following up on the conditions of places of detention, and developing the technical capacities of personnel working in the fields of human rights and the rule of law, in accordance with relevant international standards.
The two sides also discussed opportunities to develop cooperation programmes, build capacities, and exchange technical expertise, contributing to the strengthening of human rights practices based on professional monitoring and objective documentation, while supporting national institutions and relevant law enforcement authorities in fulfilling their legal and human rights obligations.
During the meeting, Ms. Naima underscored the important role played by the National Council for Public Liberties and Human Rights as an independent national institution mandated to protect and promote human rights and fundamental freedoms. She stressed the importance of expanding areas of cooperation with UNSMIL, particularly in the fields of technical support, training, and the exchange of expertise, in a manner that contributes to strengthening institutional performance and national human rights protection mechanisms.
For their part, representatives of UNSMIL commended the efforts of the Council, particularly the work of the Eastern Regions Department and its Technical Committee in the field of human rights monitoring and follow-up. They affirmed the Mission’s readiness to continue providing technical support, advisory expertise, and capacity-building in areas related to the rule of law and human rights, in accordance with the Mission’s mandate and existing cooperation frameworks.
The meeting concluded with an emphasis on the importance of maintaining institutional coordination and communication between the Council and UNSMIL, and of working towards developing practical steps and joint programmes during the coming period. These efforts aim to strengthen professional follow-up of priority human rights issues, support efforts to uphold the rule of law and protect rights and freedoms, and promote the establishment of strong institutions in Libya
