اختتام البرنامج التدريبي لتعزيز الرصد البيئي القائم على حقوق الإنسان

اختُتمت مساء أمس الثلاثاء بالعاصمة طرابلس أعمال البرنامج التدريبي المتخصص حول تعزيز الرصد البيئي القائم على حقوق الإنسان ، الذي نظمه المجلس الوطني للحريات وحقوق الإنسان بدعم من برنامج الأمم المتحدة الإنمائي (UNDP)، بمشاركة موظفي المجلس من مختلف المناطق الغربية والشرقية والجنوبية، إلى جانب ممثلين عن جهاز الشرطة البيئية، ومكتب حقوق الإنسان بوزارة الداخلية، ومؤسسة الطاقة الذرية.
وشكّل البرنامج الذي أستمرّ لمدة ثلاثة أيام متتالية مساحة تدريبية متخصصة لتعزيز المعارف والمهارات العملية في مجال الرصد البيئي والتوثيق وإعداد التقارير القائمة على الأدلة، وربط القضايا البيئية بمنظومة حقوق الإنسان والحريات الأساسية.
وشهد اليوم الختامي عدداً من الجلسات والتطبيقات العملية، تناولت رصد الأضرار البيئية وآليات العمل والتنسيق مع المجتمع المدني والسلطات المحلية والخبراء البيئيين، إلى جانب تبادل الخبرات والتجارب المقارنة في مجال الرصد البيئي القائم على الحقوق.
وفي إطار الاستفادة من التجارب الدولية والإقليمية، استعرض السيد محمد صبري، مستشار رئاسة المجلس الوطني لحقوق الإنسان بالمملكة المغربية، عبر التواصل المرئي التجربة المغربية في مجال العمل والرصد البيئي من منظور حقوق الإنسان، فيما قدم الأستاذ عامر حسن شنته، قاضي التحقيق بجمهورية العراق، عرضاً حول التجربة العراقية في التعاطي مع القضايا البيئية من منظور قانوني وقضائي.
كما تضمن اليوم الختامي تمريناً تطبيقياً لإعداد تقرير رصد بيئي معمق، شاركت فيه مجموعات العمل من المتدربين، حيث جرى عرض ومناقشة المخرجات، وتقديم ملاحظات وتدخلات فنية هدفت إلى تعزيز القدرة على تحويل المعارف المكتسبة إلى أدوات عملية قابلة للإدماج في منظومة عمل المجلس.
وفي هذا السياق، ناقش المشاركون الخطوات العملية لإدماج منهجيات الرصد البيئي القائم على حقوق الإنسان ضمن سير عمل المجلس، بما يعزز قدرته على الرصد والتوثيق والتحليل وإعداد التقارير الحقوقية القائمة على الأدلة.
وحضر الجلسة الختامية الأستاذ عبدالمولى رمضان أنتيشة، المكلف بتسيير أعمال المجلس الوطني للحريات وحقوق الإنسان، حيث أكد في كلمته أهمية البرنامج في تطوير قدرات المجلس وتعزيز أدواته في مجال الرصد البيئي من منظور حقوق الإنسان، مشيداً بمستوى التعاون القائم مع برنامج الأمم المتحدة الإنمائي والدعم الذي يقدمه لتطوير القدرات المؤسسية والفنية للمجلس.
كما أثنى الأستاذ أنتيشة على الجهود والخبرة التي قدمها الدكتور شون أوكونيل، أخصائي سيادة القانون وحقوق الإنسان ببرنامج الأمم المتحدة الإنمائي، خلال أعمال البرنامج، وما أظهره من مستوى مهني وفني أسهم في إثراء الجانب التدريبي والتطبيقي.
من جانبه، أكد الأستاذ حسام الدين إسحاق، مدير مشروع سيادة القانون وحقوق الإنسان ببرنامج الأمم المتحدة الإنمائي، أهمية الشراكة القائمة بين البرنامج والمجلس، مجدداً التأكيد على مواصلة دعم جهود المجلس في مجال تعزيز حقوق الإنسان وبناء القدرات وتطوير الأداء المؤسسي.
وفي ختام البرنامج، جرى توزيع شهادات المشاركة على المتدربين، وإجراء التقييم الختامي لأعمال البرنامج، والتقاط الصورة الجماعية للمشاركين والمنظمين.
ويؤكد المجلس الوطني للحريات وحقوق الإنسان من خلال هذا البرنامج مواصلة جهوده في تطوير منظومة الرصد والتوثيق الحقوقي، وتعزيز القدرات الوطنية في التعامل مع القضايا البيئية، وترسيخ المقاربة القائمة على حقوق الإنسان في حماية البيئة وضمان الحقوق والحريات الأساسية.


National Council for Public Liberties and Human Rights Concludes Training Programme on Strengthening Human Rights-Based Environmental Monitoring

The National Council for Public Liberties and Human Rights concluded yesterday evening in Tripoli a specialized three-day training programme on Strengthening Human Rights-Based Environmental Monitoring, organized by the Council with the support of the United Nations Development Programme (UNDP).
The programme brought together Council staff from various areas across western, eastern and southern Libya, alongside representatives of the Environmental Police, the Human Rights Office at the Ministry of Interior, and the Atomic Energy Institution.
The three-day programme provided a specialized training platform aimed at strengthening participants’ knowledge and practical skills in environmental monitoring, documentation, and evidence-based reporting, while linking environmental issues to the human rights framework and fundamental freedoms.
The final day featured a number of sessions and practical exercises addressing the monitoring of environmental harm, working mechanisms, and coordination with civil society, local authorities, and environmental experts. It also provided an opportunity for participants to exchange experiences and comparative practices in the field of rights-based environmental monitoring.
As part of the programme’s efforts to draw on international and regional experiences, Mr. Mohamed Sabri, Adviser to the Presidency of the National Human Rights Council of the Kingdom of Morocco, presented, via videoconference, the Moroccan experience in environmental work and monitoring from a human rights perspective.
Mr. Amer Hassan Shanta, Investigating Judge in the Republic of Iraq, also delivered a presentation on the Iraqi experience in addressing environmental issues from legal and judicial perspectives.
The final day also included a practical exercise on preparing an in-depth environmental monitoring report. Participants worked in groups to develop and present their outputs, which were subsequently discussed and reviewed. Technical feedback and interventions were provided with the aim of strengthening participants’ ability to translate the knowledge acquired during the programme into practical tools that can be integrated into the Council’s work.
In this context, participants discussed practical steps for integrating human rights-based environmental monitoring methodologies into the Council’s working procedures, thereby strengthening its capacity for monitoring, documentation, analysis, and the preparation of evidence-based human rights reports.
The closing session was attended by Mr. Abdulmoula Ramadan Antisha, Acting Head of the National Council for Public Liberties and Human Rights. In his remarks, Mr. Antisha emphasized the importance of the programme in developing the Council’s capacities and strengthening its tools for environmental monitoring from a human rights perspective. He also commended the ongoing cooperation with the United Nations Development Programme and the support it provides to enhance the Council’s institutional and technical capacities.
Mr. Antisha further expressed his appreciation for the efforts and expertise provided by Dr. Sean O’Connell, Rule of Law and Human Rights Specialist at UNDP, throughout the programme, noting the high level of professionalism and technical expertise that contributed significantly to enriching both its training and practical components.
For his part, Mr. Hossam El-Din Ishaq, Rule of Law and Human Rights Project Manager at UNDP, underscored the importance of the partnership between UNDP and the Council, reaffirming the Programme’s continued support for the Council’s efforts to promote human rights, build capacities, and strengthen institutional performance.
At the conclusion of the programme, certificates of participation were presented to the trainees, followed by a final evaluation of the programme and a group photograph of the participants and organizers.
Through this programme, the National Council for Public Liberties and Human Rights reaffirms its continued efforts to develop its human rights monitoring and documentation system, strengthen national capacities in addressing environmental issues, and further promote a human rights-based approach to environmental protection and the safeguarding of fundamental rights and freedoms
