National Council for Civil Liberties and Human Rights Conducts Monitoring Visit to the Reform and Rehabilitation Institution in Tarhuna

في إطار ولايته القانونية واختصاصاته الرقابية، نفّذ فريق حقوقي وفني من المجلس الوطني للحريات وحقوق الإنسان، يضم عدداً من مديري الإدارات الحقوقية والمتخصصين، زيارة ميدانية إلى مؤسسة الإصلاح والتأهيل بمدينة ترهونة لمتابعة أوضاع حقوق الإنسان داخل أماكن الاحتجاز والتأكد من توافقها مع المعايير الوطنية والدولية ، واستهل الفريق الزيارة بلقاء مدير المؤسسة العقيد حافظ الريشي وعدد من المسؤولين، حيث جرى استعراض الجهود التنظيمية والإدارية المبذولة لضمان بيئة احتجاز إنسانية وآمنة تكفل الحقوق الأساسية للنزلاء.
وشملت الزيارة جولة تفقدية لمرافق المؤسسة، من بينها عنابر الإيواء ووحدة الزيارات والإعاشة والعيادة الطبية وبرامج الرعاية النفسية والاجتماعية، إضافة إلى الاطلاع على آليات تسجيل النزلاء ومتابعة أوضاعهم القانونية والإجرائية ونظم الزيارات والخدمات المقدمة لهم ، كما التقى الفريق بعدد من النزلاء وفق الأطر المهنية المعتمدة واستمع إلى أوضاعهم الإنسانية والقضائية ومدى استفادتهم من الخدمات داخل المؤسسة.
وفي ختام الزيارة، أعرب الفريق عن تقديره للجهود المبذولة من إدارة المؤسسة ووحداتها المختلفة، مشيداً بمستوى الانضباط المهني والتطور الملحوظ في البنية التحتية والالتزام المتزايد بالمعايير الإنسانية والحقوقية المعمول بها، بما يعكس توجهاً وطنياً لتعزيز عمل مؤسسات الإصلاح والتأهيل التابعة لـ وزارة العدل، وذلك ضمن برنامج الزيارات الدورية التي ينفذها المجلس لتعزيز الرقابة الوطنية وضمان حماية حقوق الأشخاص المحرومين من حريتهم.

Within the framework of its legal mandate and monitoring responsibilities, a human rights and technical team from the National Council for Civil Liberties and Human Rights, including several directors of human rights departments and specialized experts, carried out a field visit to the Reform and Rehabilitation Institution in the city of Tarhuna to monitor the human rights situation inside places of detention and assess their compliance with national and international standards.
The visit began with a meeting with the Director of the Institution, Colonel Hafez Al-Reshi, and a number of officials, during which the team reviewed the organizational and administrative efforts aimed at ensuring a humane and safe detention environment that guarantees the fundamental rights of detainees.
The delegation conducted an inspection tour of the institution’s facilities, including accommodation wards, visitation units, catering services, the medical clinic, and psychological and social care programs. The team also reviewed the mechanisms for registering detainees, monitoring their legal and procedural status, visitation systems, and the services provided to them.
In addition, the delegation met with a number of detainees in accordance with approved professional standards and listened to their humanitarian and judicial concerns, as well as their views regarding the services available within the institution.
At the conclusion of the visit, the team expressed its appreciation for the efforts made by the institution’s administration and its various units, praising the level of professional discipline, the noticeable improvement in infrastructure, and the increasing commitment to humanitarian and human rights standards. The delegation noted that these efforts reflect a national orientation toward strengthening the work of reform and rehabilitation institutions affiliated with the Ministry of Justice.
This visit comes as part of the Council’s periodic monitoring program aimed at strengthening national oversight and ensuring the protection of the rights of persons deprived of their liberty.
