في إطار الاستعدادات الجارية لتنظيم الملتقى الوطني الأول للتعاون الدولي، المزمع عقده خلال الفترة المقبلة برعاية المجلس الأعلى للدولة وبالشراكة مع مؤسسات الدولة ذات العلاقة، شارك المجلس الوطني للحريات وحقوق الإنسان في الاجتماع الثاني للجنة التحضيرية للملتقى ، ومثّل المجلس في هذا الاجتماع مدير إدارة التعاون الدولي، الاستاد سالم الطيب ضمن عضوية اللجنة التحضيرية التي شكلها المجلس الأعلى للدولة برئاسة الأستاذ خالد الناطوري، عضو المجلس الأعلى للدولة وبمشاركة ممثلي وزارات الخارجية والتخطيط والاتصالات والاقتصاد .
وشهد الاجتماع مناقشة الإطار العام للملتقى ومحاوره الرئيسية، واستعراض الأهداف الاستراتيجية المرجوة، بما يشمل تعزيز التكامل المؤسسي، وتطوير آليات التنسيق الوطني في مجال التعاون الدولي، وتوسيع نطاق الشراكات مع المنظمات الإقليمية والدولية ، كما تم بحث التوصيات الأولية وتحديد الجهات الوطنية المستهدفة بالمشاركة، بما يسهم في دعم نهج العمل التشاركي وبناء شراكات مستدامة وفعّالة.
وخلصت اللجنة إلى اعتماد جملة من المرتكزات التنظيمية والفنية المرتبطة بالترتيبات التحضيرية، مع الاتفاق على مواصلة عقد اجتماعات دورية خلال المرحلة المقبلة لاستكمال الجوانب اللوجستية والفنية، وضمان تنفيذ الملتقى وفق أفضل الممارسات، بما يحقق مخرجات نوعية تدعم مسارات التعاون الدولي وتخدم الأولويات الوطنية للدولة الليبية .

As part of the ongoing preparations for the First National Forum on International Cooperation—scheduled to be held in the coming period under the auspices of the High Council of State and in partnership with relevant state institutions—the National Council for Civil Liberties and Human Rights participated in the second meeting of the forum’s preparatory committee.
The Council was represented at the meeting by the Director of the International Cooperation Department, Mr. Salem Al-Tayeb, as a member of the preparatory committee formed by the High Council of State and chaired by Mr. Khaled Al-Natori, a member of the High Council of State. The meeting was also attended by representatives from the Ministries of Foreign Affairs, Planning, Communications, and Economy.
The meeting reviewed the general framework of the forum and its main themes, as well as the strategic objectives sought, including enhancing institutional integration, developing national coordination mechanisms in the field of international cooperation, and expanding partnerships with regional and international organizations. Initial recommendations were also discussed, and the national entities targeted for participation were identified, contributing to the promotion of a participatory approach and the building of sustainable and effective partnerships.
The committee concluded by adopting a set of organizational and technical foundations related to the preparatory arrangements, while agreeing to continue holding periodic meetings in the upcoming phase to complete logistical and technical aspects and ensure the forum is implemented in accordance with best practices. This aims to achieve qualitative outcomes that support international cooperation pathways and serve Libya’s national priorities.
