يرحب المجلس الوطني للحريات وحقوق الإنسان بالإفراج عن دفعة جديدة من نزلاء سجن الشرطة العسكرية بمدينة بنغازي، والذي جرى صباح اليوم الإثنين، بإشراف ومتابعة مباشرة من رئيس اللجنة الوطنية الدائمة لمتابعة أوضاع السجون والسجناء المستشار إبراهيم بوشناف، وبمشاركة أعضاء اللجنة.
ويعدّ المجلس هذه الخطوة تطوراً إيجابياً في مسار تعزيز احترام حقوق الإنسان وترسيخ مبادئ العدالة الجنائية، خاصة في ما يتعلق بضمان تطبيق الضمانات القانونية الواجبة، ومراجعة أوضاع المحتجزين وفقاً لمعايير المحاكمة العادلة والإجراءات القانونية السليمة.
ويأتي الإفراج في إطار تنفيذ قرار العفو الصادر عن الجهات المختصة، والذي شمل عدداً من السجناء المحكومين في قضايا بعد استيفائهم الشروط القانونية والمعايير الإجرائية المعتمدة، بما يعكس توجهاً نحو إعمال مبادئ العدالة الإصلاحية وإعادة الإدماج المجتمعي.
ويؤكد المجلس أن هذه الخطوة تسهم في دعم الجهود الوطنية الرامية إلى تحسين أوضاع الاحتجاز، والحد من الاكتظاظ داخل المؤسسات الإصلاحية، وتعزيز سياسات الإصلاح والتأهيل بما يتماشى مع المعايير الوطنية والدولية ذات الصلة بحقوق الإنسان.
كما يجدد المجلس دعوته إلى مواصلة مراجعة أوضاع السجون وأماكن الاحتجاز بشكل دوري، وتعزيز آليات الرقابة والتفتيش المستقلة، بما يضمن صون الكرامة الإنسانية واحترام سيادة القانون وترسيخ مبادئ العدالة والإنصاف.

The National Council for Civil Liberties and Human Rights welcomes the release of a new group of inmates from the Military Police Prison in Benghazi, which took place this Monday morning under the direct supervision and follow-up of Counselor Ibrahim Bushnaf, Head of the Permanent National Committee for Monitoring the Conditions of Prisons and Prisoners, with the participation of committee members.
The Council considers this step a positive development in advancing respect for human rights and consolidating the principles of criminal justice, particularly with regard to ensuring due legal guarantees and reviewing the status of detainees in accordance with fair trial standards and proper legal procedures.
The release comes within the framework of implementing the amnesty decision issued by the competent authorities, which included a number of prisoners convicted in various cases after fulfilling the required legal conditions and procedural criteria. This reflects a commitment to the principles of restorative justice and social reintegration.
The Council affirms that this step contributes to supporting national efforts aimed at improving detention conditions, reducing overcrowding in correctional institutions, and strengthening reform and rehabilitation policies in line with relevant national and international human rights standards.
The Council also renews its call to continue the periodic review of prison and detention conditions and to strengthen independent monitoring and inspection mechanisms, in order to ensure the protection of human dignity, respect for the rule of law, and the consolidation of justice and fairness.
