في إطار الولاية الرقابية للمجلس الوطني للحريات وحقوق الإنسان في متابعة أماكن الاحتجاز وضمان احترام المعايير الوطنية والدولية لحقوق الإنسان، أجرى فريق حقوقي صباح يوم أمس الأربعاء زيارة ميدانية إلى مؤسسة الإصلاح والتأهيل جودائم للاطلاع على أوضاع النزلاء ومستوى الخدمات المقدمة لهم.
وشملت الزيارة لقاءً مع رئيس فرع جهاز الشرطة القضائية بالمنطقة الغربية عميد طارق الغندودي ،ومدير المؤسسة المقدم عبدالعزيز القادري ومساعديه، حيث جرى التأكيد على دور المجلس الرقابي في الرصد المستقل وتقديم المشورة والتوصيات للجهات المعنية بما يعزز الامتثال للالتزامات الدولية ذات الصلة بمعاملة المحتجزين، كما قام الفريق بجولة داخل عدد من المرافق وعنابر المؤسسة للاطلاع على ظروف الإقامة والخدمات الصحية والغذائية.
وأظهرت الزيارة توفر التغذية بمستوى مقبول، مع الحاجة إلى مزيد من الدعم في مجالات الرعاية الصحية والبنية التحتية وتطوير البرامج التأهيلية وإعادة الإدماج، بما ينسجم مع مبادئ الكرامة الإنسانية وعدم التمييز وضمان الحد الأدنى من المعاملة الإنسانية اللائقة داخل أماكن الاحتجاز.
وأكد القائمون على المؤسسة استمرار جهودهم لتحسين ظروف الاحتجاز رغم التحديات المرتبطة بالإمكانات والموارد، مع التأكيد على أهمية تعزيز التعاون والدعم المؤسسي لرفع مستوى الخدمات المقدمة لهذه الشريحة.
وفي ختام الزيارة أكد الفريق على أهمية الزيارات الرقابية الدورية باعتبارها إحدى ضمانات الشفافية والمساءلة وتعزيز الحماية من سوء المعاملة، بما يسهم في تطوير بيئة احتجاز إنسانية تحترم حقوق النزلاء والعاملين وتدعم مسارات الإصلاح وإعادة الإدماج المجتمعي.

Within the framework of the supervisory mandate of the National Council for Civil Liberties and Human Rights to monitor places of detention and ensure compliance with national and international human rights standards, a human rights team conducted a field visit yesterday morning, Wednesday, to Jodaim Reform and Rehabilitation Institution to review the conditions of detainees and the level of services provided to them.
The visit included a meeting with the Head of the Judicial Police Branch in the Western Region, Brigadier Tariq Al-Ghandoudi, the Director of the Institution, Lieutenant Colonel Abdulaziz Al-Qadri, and their assistants. During the meeting, emphasis was placed on the Council’s oversight role in independent monitoring and in providing advice and recommendations to the relevant authorities in order to enhance compliance with international obligations related to the treatment of detainees. The team also toured several facilities and wards within the institution to assess accommodation conditions as well as healthcare and food services.
The visit indicated that food provision is at an acceptable level, while highlighting the need for further support in the areas of healthcare, infrastructure, and the development of rehabilitation and reintegration programs, in line with the principles of human dignity, non-discrimination, and the guarantee of minimum standards of humane treatment in places of detention.
The institution’s management affirmed their continued efforts to improve detention conditions despite challenges related to resources and capacity, stressing the importance of strengthening cooperation and institutional support to enhance the level of services provided to this group.
At the conclusion of the visit, the team emphasized the importance of regular monitoring visits as a key guarantee of transparency and accountability, contributing to the prevention of ill-treatment and to the development of a humane detention environment that respects the rights of detainees and staff and supports pathways to reform and social reintegration.
