Somali Commendation of the National Council for Civil Liberties and Human Rights’ Efforts to Strengthen Cooperation and Facilitate the Return of Somali Irregular Migrants

نظّم المجلس الوطني للحريات وحقوق الإنسان زيارة رسمية لوفد المؤسسة الوطنية لحقوق الإنسان بجمهورية الصومال الفيدرالية، المشارك في المؤتمر الدولي الأول للعدالة والإصلاح الذي احتضنته مدينة بنغازي خلال الفترة من 28 إلى 30 يوليو 2026م، إلى مقر جهاز مكافحة الهجرة غير الشرعية بمدينة بنغازي ، ضم الوفدة رئيس المؤسسة الوطنية لحقوق الإنسان بدولة الصومال المكلف الأستاذ محمد هارون وضم الوفد فريق إدارة المناطق الشرقية بالمجلس الأستاذ إدريس الغزالي الأستاذ أيمن العموري الأستاذ داوود العقوري في إطار تعزيز التعاون الدولي لمعالجة قضايا الهجرة وفق مقاربة قائمة على حقوق الإنسان وسيادة القانون.
وخلال اللقاء مع رئيس الجهاز، اللواء صلاح الخفيفي، بحث الجانبان آليات تعزيز التنسيق بين السلطات الليبية والجهات الصومالية المختصة لتسريع إجراءات العودة الآمنة والمنظمة للمهاجرين الصوماليين غير النظاميين، وفقًا للتشريعات الوطنية والمعايير الدولية ذات الصلة.
وأكد اللواء الخفيفي أن جهود المجلس الوطني للحريات وحقوق الإنسان أسهمت في تعزيز قنوات التواصل مع الجانب الصومالي، وتيسير الإجراءات القانونية والإدارية اللازمة لدعم برامج العودة، بما يعكس أهمية الشراكة بين المؤسسات الأمنية والجهات الوطنية المعنية بحقوق الإنسان.
من جانبه، أشاد وفد المؤسسة الوطنية لحقوق الإنسان بجمهورية الصومال بالدور الذي يضطلع به المجلس الوطني للحريات وحقوق الإنسان في بناء جسور التعاون مع المؤسسات الوطنية المناظرة، وبجهوده في دعم التنسيق بين الجانبين الليبي والصومالي، مؤكدًا أن هذه الخطوات ستسهم في تسريع إجراءات عودة المواطنين الصوماليين، وتعزيز التعاون المشترك في إدارة ملف الهجرة غير النظامية بما يحفظ الكرامة الإنسانية ويصون حقوق المهاجرين.

The National Council for Civil Liberties and Human Rights organized an official visit for the delegation of the National Human Rights Institution of the Federal Republic of Somalia, which participated in the First International Conference on Justice and Reform held in Benghazi from 28 to 30 July 2026, to the headquarters of the Anti-Illegal Immigration Agency in Benghazi. The visit was conducted within the framework of strengthening international cooperation to address migration issues through a human rights-based approach and in accordance with the rule of law.
During the meeting with the Head of the Agency, Major General Salah Al-Khafifi, both sides discussed mechanisms to enhance coordination between the Libyan authorities and the competent Somali institutions in order to expedite the safe and orderly return procedures for Somali irregular migrants, in accordance with national legislation and relevant international standards.
Major General Al-Khafifi affirmed that the efforts of the National Council for Civil Liberties and Human Rights have contributed significantly to strengthening communication channels with the Somali side and facilitating the necessary legal and administrative procedures to support voluntary return programmes. He emphasized that these efforts reflect the importance of partnership between security institutions and national human rights bodies.
For its part, the delegation of the National Human Rights Institution of the Federal Republic of Somalia commended the National Council for Civil Liberties and Human Rights for its leading role in building bridges of cooperation with counterpart national human rights institutions and for its efforts in enhancing coordination between the Libyan and Somali sides. The delegation stressed that these initiatives will contribute to accelerating the return procedures of Somali nationals and strengthening joint cooperation in managing irregular migration in a manner that safeguards human dignity and protects the rights of migrants.
