The National Council for Civil Liberties and Human Rights Marks the World Day Against Trafficking in Persons and Announces the Completion of a National Draft Law to Combat the Crime

أحيا المجلس الوطني للحريات وحقوق الإنسان، ظهر اليوم الخميس، فعاليات اليوم العالمي لمكافحة الاتجار بالبشر ، من خلال احتفالية رسمية عُقدت بمقر المجلس تحت شعار “تعزيز الالتزام الوطني في ليبيا لمكافحة جريمة الاتجار بالبشر ”، وذلك بحضور رئيسة بعثة المنظمة الدولية للهجرة في ليبيا، السيدة نيكوليتا جيوردانو، رفقة فريق من المنظمة .
وشهدت الاحتفالية مشاركة أعضاء اللجنة الوطنية التي تولت صياغة مشروع قانون لمكافحة الاتجار بالبشر و تضم ممثلين عن مكتب النائب العام، وإدارة القانون بالمجلس الأعلى للقضاء، ووزارة الداخلية، ووزارة العدل، و المركز الليبي للدراسات الاستراتيجيه والامن الوطني وعدداً من الجهات الأمنية والحكومية ذات العلاقة، في إطار الشراكة الوطنية الرامية إلى تطوير منظومة تشريعية متكاملة لمكافحة هذه الجريمة ، وعدد من مديري الإدارات بالمجلس.
وفي كلمته خلال الجلسة الافتتاحية، أكد المكلف بمهام تسيير المجلس الوطني للحريات وحقوق الإنسان ورئيس اللجنة الوطنية لإعداد مشروع القانون، الأستاذ عبد المولى أبونتيشة، أن الاحتفاء باليوم العالمي لمكافحة الاتجار بالبشر يجسد التزام المجلس الراسخ بدعم الجهود الوطنية الرامية إلى مكافحة هذه الجريمة الخطيرة وتعزيز حماية الضحايا، مشيراً إلى أن اللجنة الوطنية تضم نخبة من أبرز الخبرات القانونية والأمنية والحقوقية التي رُشحت رسمياً من المؤسسات التي تمثلها.
وأوضح أن اللجنة عملت على مدى أربعة وعشرين شهراً على إعداد مشروع قانون وطني متكامل، استند إلى أفضل المعايير والممارسات الوطنية والدولية، وعالج عدداً من التحديات القانونية والإجرائية ، وتعزيز تدابير حماية الضحايا، وتطوير آليات الملاحقة القضائية بما يتوافق مع أحكام بروتوكول باليرمو لمكافحة الاتجار بالأشخاص.
وأشار أبونتيشة إلى أن المجلس سبق أن نظم سلسلة من ورش العمل التشاورية بمشاركة عدد من أعضاء مجلس النواب، ولا سيما من لجان العدل والمصالحة الوطنية، والحقوق والحريات، واللجنة الدستورية والتشريعية، بهدف مناقشة مشروع القانون والاستماع إلى الملاحظات الفنية والتشريعية بشأنه.
وأضاف أن اللجنة تستعد لعقد اجتماع رسمي مع رئيس مجلس النواب لتسليم النسخة النهائية من مشروع القانون واستعراض مرتكزاته وأبعاده التشريعية، تمهيداً لإحالته إلى مجلس النواب واستكمال إجراءات اعتماده وإصداره.
من جانبها، أشادت رئيسة بعثة المنظمة الدولية للهجرة في ليبيا، السيدة نيكوليتا جيوردانو، بالجهود التي يبذلها المجلس الوطني للحريات وحقوق الإنسان في قيادة المسار الوطني لإعداد مشروع قانون مكافحة الاتجار بالبشر ، مؤكدة أهمية استمرار التعاون بين المؤسسات الوطنية والمنظمات الدولية لتعزيز الاستجابة الوطنية، وحماية الضحايا، وترسيخ مبادئ حقوق الإنسان وسيادة القانون.
وتضمن برنامج الاحتفالية عدداً من العروض المرئية تناولت التعريف باليوم العالمي لمكافحة الاتجار بالبشر ، وأهمية تعزيز الالتزام الوطني لمواجهة هذه الجريمة، ودور المجلس الوطني للحريات العامة وحقوق الإنسان في تطوير الاستجابة الوطنية، إضافة إلى عرض مفصل حول مشروع قانون مكافحة الاتجار بالأشخاص، ومراحل إعداده، وأبرز مكوناته وأهدافه.
واختُتمت الاحتفالية بإعلان المجلس الوطني للحريات وحقوق الإنسان استكمال الصياغة النهائية لمشروع قانون مكافحة الاتجار بالبشر ، تمهيداً لإحالته إلى مجلس النواب الليبي، في خطوة تمثل محطة تشريعية مهمة نحو إرساء إطار قانوني وطني متكامل يعزز جهود الدولة في الوقاية من الجريمة، وحماية الضحايا، وملاحقة مرتكبيها، بما ينسجم مع التزامات ليبيا الدولية وأفضل الممارسات في مجال مكافحة الاتجار بالأشخاص.

The National Council for Civil Liberties and Human Rights commemorated the World Day Against Trafficking in Persons on Thursday through an official ceremony held at its headquarters under the theme “Strengthening Libya’s National Commitment to Combating Trafficking in Persons.” The event was attended by Ms. Nicoletta Giordano, Chief of Mission of the International Organization for Migration (IOM) in Libya, accompanied by members of the IOM team.
The ceremony brought together members of the National Committee responsible for drafting the national law on combating trafficking in persons, comprising representatives from the Office of the Attorney General, the Law Department of the Supreme Judicial Council, the Ministry of Interior, the Ministry of Justice, as well as several security and governmental institutions concerned with the issue. Their participation reflects a broad national partnership aimed at developing a comprehensive legislative framework to combat this crime. The event was also attended by a number of directors of departments within the Council.
In his opening remarks, Mr. Abdulmoli Ramadan Abuntisha, Acting Head of the National Council for Civil Liberties and Human Rights and Chair of the National Committee for Drafting the Law, stated that commemorating the World Day Against Trafficking in Persons reaffirms the Council’s steadfast commitment to supporting national efforts to combat this serious crime and strengthen protection for victims. He noted that the National Committee brings together some of Libya’s most distinguished legal and human rights experts, officially nominated by their respective institutions.
Mr. Abuntisha explained that the Committee has spent twenty-four months preparing a comprehensive national draft law based on international standards and best legislative practices. The draft addresses a range of legal and procedural challenges, strengthens victim protection measures, and enhances mechanisms for the investigation and prosecution of trafficking offences in line with the provisions of the Palermo Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children.
He further noted that the Council had previously organized a series of consultative workshops involving members of the House of Representatives, particularly from the Justice and National Reconciliation Committee, the Rights and Liberties Committee, and the Constitutional and Legislative Committee, with the aim of discussing the draft law and receiving legislative and technical feedback.
Mr. Abuntisha added that the Committee is preparing to hold an official meeting with the Speaker of the House of Representatives to present the final version of the draft law and outline its legislative foundations and objectives, ahead of its formal submission to the House for consideration and adoption.
For her part, Ms. Nicoletta Giordano, Chief of Mission of the International Organization for Migration in Libya, commended the National Council for Civil Liberties and Human Rights for leading the national process of developing the draft law on combating trafficking in persons. She emphasized the importance of continued cooperation between national institutions and international organizations to strengthen Libya’s national response, enhance protection for victims, and promote human rights and the rule of law.
The programme featured a series of presentations highlighting the significance of the World Day Against Trafficking in Persons, the importance of reinforcing Libya’s national commitment to combating this crime, and the role of the National Council for Civil Liberties and Human Rights in strengthening the national response. Participants were also presented with a comprehensive overview of the draft law, including its development process, principal provisions, and key objectives.
The ceremony concluded with the National Council for Civil Liberties and Human Rights officially announcing the completion of the final draft of the Law on Combating Trafficking in Persons, in preparation for its submission to the Libyan House of Representatives. This milestone represents a significant step toward establishing a comprehensive national legal framework that strengthens the State’s capacity to prevent trafficking in persons, protect victims, and prosecute perpetrators, in accordance with Libya’s international commitments and internationally recognized best practices in combating trafficking in persons.
