President of the National Council for Public Liberties and Human Rights Meets Head of the International Organization for Migration (IOM) Mission to Libya to Discuss and Advance Areas of Cooperation

في إطار الشراكة المؤسسية وبرامج التعاون الفني القائمة بين المجلس الوطني للحريات وحقوق الإنسان والمنظمة الدولية للهجرة (IOM)، استقبل المكلف بتسيير أعمال المجلس، الأستاذ عبدالمولى رمضان أبونتيشة، ظهر يوم الخميس، رئيسة بعثة المنظمة الدولية للهجرة في ليبيا، السيدة نيكوليتا جيوردانو، والوفد المرافق لها، وذلك بمقر المجلس.
وتناول اللقاء استعراض مجالات التعاون المشترك بين الجانبين، وبحث سبل تعزيز برامج الدعم الفني وبناء القدرات المؤسسية، بما يسهم في تطوير أداء المجلس والارتقاء بقدراته الفنية، ودعم جهوده في تنفيذ اختصاصاته الوطنية في مجال حماية وتعزيز حقوق الإنسان، وفقاً للمعايير الدولية وأفضل الممارسات ذات الصلة.
كما ناقش الجانبان آفاق التعاون في دعم المبادرات الوطنية الرامية إلى تطوير المنظومة التشريعية والمؤسسية، ولا سيما في مجال مكافحة الاتجار بالبشر، من خلال تقديم الخبرات الفنية والمشورة المتخصصة، بما يعزز قدرة المؤسسات الوطنية على الوفاء بالتزاماتها في هذا المجال.
وأشادت رئيسة بعثة المنظمة الدولية للهجرة بالدور المؤسسي الذي اضطلع به المجلس في الإشراف على أعمال اللجنة الوطنية المكلفة بإعداد مشروع القانون الوطني لمكافحة الاتجار بالبشر، مثمنةً النهج التشاركي الذي اعتمده المجلس في إدارة أعمال اللجنة وصولاً إلى إعداد مشروع قانون يعزز الإطار التشريعي الوطني ويواكب المعايير الدولية ذات الصلة.
من جانبه، أكد المكلف بتسيير أعمال المجلس أن الشراكة مع المنظمة الدولية للهجرة تمثل إحدى الركائز المهمة لدعم جهود المجلس في بناء القدرات المؤسسية، وتطوير التشريعات الوطنية، والاستفادة من الخبرات الدولية، بما يسهم في تعزيز منظومة حماية حقوق الإنسان وترسيخ سيادة القانون، ويعكس التزام المجلس بتوسيع مجالات التعاون مع الشركاء الدوليين بما يخدم الأولويات الوطنية.

As part of the ongoing institutional partnership and technical cooperation between the National Council for Public Liberties and Human Rights and the International Organization for Migration (IOM), the Acting President of the Council, Mr. Abdulmawla Ramadan Abunteisha, received Ms. Nicoletta Giordano, Head of the IOM Mission to Libya, together with her accompanying delegation, at the Council’s headquarters on Thursday.
The meeting reviewed the existing areas of cooperation between the two institutions and explored opportunities to further strengthen technical assistance programmes and institutional capacity-building initiatives. These efforts are intended to enhance the Council’s institutional performance and technical capabilities, while supporting its mandate to promote and protect human rights in accordance with international standards and relevant best practices.
The two sides also discussed prospects for cooperation in supporting national initiatives aimed at strengthening Libya’s legislative and institutional framework, particularly in the field of combating trafficking in persons. Discussions focused on the provision of technical expertise and specialized advisory support to reinforce the capacity of national institutions to fulfil their responsibilities in this important area.
During the meeting, the Head of the IOM Mission to Libya commended the Council’s institutional leadership in overseeing the work of the National Committee tasked with drafting Libya’s National Law on Combating Trafficking in Persons. She praised the Council’s participatory approach in coordinating the Committee’s work, which resulted in the preparation of a draft law designed to strengthen the national legislative framework in line with relevant international standards.
For his part, the Acting President of the Council emphasized that the partnership with the International Organization for Migration represents a key pillar in supporting the Council’s efforts to strengthen institutional capacities, develop national legislation, and benefit from international expertise. He stressed that such cooperation contributes to reinforcing the national human rights protection system and the rule of law, while reflecting the Council’s commitment to expanding cooperation with international partners in support of national priorities
