The Chair of the National Council for Public Liberties and Human Rights, Mr. Abdul Moula Ramadan Abontisha, received Dr. Omar Tantoush, Chair of the Finance Committee of the Libyan House of Representatives, on Thursday at the Council’s headquarters in Tripoli. The meeting addressed the financial and administrative challenges facing the Council and ways to provide the resources necessary to enable it to fulfil its national mandate, particularly in view of the forthcoming regional commitment of the State of Libya, represented by the Council, to assume the presidency of the Arab Network of National Human Rights Institutions.

During the meeting, the Council Chair reviewed the institution’s efforts to protect human rights and fundamental freedoms and promote the principles of justice and equity. He also outlined the work of the Council’s various departments and the programmes and activities implemented within the scope of its legal mandate. He stressed the importance of providing adequate financial and human resources to strengthen the Council’s institutional performance and ensure its ability to exercise its functions independently and effectively.

The financial challenges facing the Council constituted a key focus of the meeting. Discussions addressed their impact on the Council’s institutional operations, its capacity to implement its programmes and undertake its monitoring and human rights functions, and its ability to fulfil its national and regional commitments. The meeting also underscored the importance of addressing the financial and administrative constraints to ensure the continuity of the Council’s work, safeguard its institutional independence as enshrined in its establishing law and recognised internationally under the Paris Principles, and enable it to discharge its responsibilities in protecting the rights and fundamental freedoms of all citizens without discrimination.

In this context, Libya’s forthcoming assumption of the presidency of the Arab Network of National Human Rights Institutions, represented by the Council, received particular attention. This regional commitment constitutes an important milestone in strengthening Libya’s regional presence, showcasing national efforts to advance the human rights protection framework, and enhancing Arab cooperation on human rights issues of common concern.

Discussions focused on establishing fair and equitable criteria for salaries and employment benefits and reducing unjustified disparities, in line with the principles of equality and non-discrimination and the right to fair remuneration under international human rights standards. Such measures would contribute to greater job security and social stability.

The Council Chair welcomed the visit of the Chair of the House of Representatives’ Finance Committee, describing it as a positive step towards strengthening institutional communication and opening up practical avenues for addressing the financial challenges facing the Council. He emphasised that supporting national institutions mandated to protect human rights constitutes an investment in strengthening the rule of law, safeguarding human dignity, and promoting institutional and societal stability.

At the conclusion of the meeting, both parties stressed the importance of maintaining coordination and institutional dialogue and working towards practical solutions to the financial and administrative challenges. Such efforts are essential to enabling the Council to carry out its national mandate efficiently and independently, fulfil its responsibilities associated with the presidency of the Arab Network of National Human Rights Institutions, and strengthen the State of Libya’s presence within the Arab human rights system.
