Thursday, 22 October 2026

National Council for Civil Liberties and Human Rights Discusses Domestic Violence and Calls for Stronger Protection and Accountability

Thursday, 22 October 2026

The National Council for Civil Liberties and Human Rights held a dialogue session on Thursday morning entitled “No to Domestic Violence… Together Towards a Safe Family and a More Just Society.” The session brought together representatives of official institutions, legal experts, specialists, and civil society organizations working in the fields of human rights, women’s rights, and children’s rights to discuss the current situation of domestic violence in Libya and the challenges involved in preventing it and protecting its victims.

The session was opened by Ms. Ibtisam Al-Sahli, Director of the Council’s Department for Monitoring the Situation of Women and Children, who conveyed the greetings of Mr. Abdulmoula Abounteisha, the Acting Head of the Council. She emphasized that domestic violence is not a private matter that can be justified by family privacy, but rather a violation that may infringe upon the rights to life, physical and psychological integrity, and human dignity. Such violations require an effective institutional response that ensures the protection of those affected and holds those responsible for violations accountable.

The session addressed the psychological, social, and health consequences of domestic violence, as well as the forms of violence perpetrated against women and children. Participants also reviewed relevant indicators and studies and discussed the challenges faced by victims, including fear of social stigma, low reporting rates, and difficulties in accessing protection services, particularly in remote areas.

Discussions highlighted the need to address gaps in domestic violence statistics and data, review legislation and strengthen its implementation mechanisms, and improve safe reporting channels and psychological and social support services. Participants also stressed the importance of enhancing coordination among security, educational, and health institutions, human rights bodies, and civil society organizations.

Participants affirmed that protecting women and children from violence requires a shift from addressing its consequences after it occurs to adopting an integrated approach based on prevention, early detection, effective protection, and legal accountability. This approach should ensure that victims have access to justice while promoting respect for fundamental rights and freedoms within the family and society.

This session forms part of the efforts of the National Council for Civil Liberties and Human Rights to monitor violations affecting fundamental rights and strengthen dialogue and cooperation among relevant institutions, in support of a safe family environment that safeguards human dignity and upholds the principles of human rights and the rule of law.
