شارك المجلس الوطني للحريات وحقوق الإنسان ضمن وفد دولة ليبيا في أعمال المؤتمر الإقليمي بشأن حماية البيانات وحوكمة الذكاء الاصطناعي في منطقة جنوب المتوسط، الذي عُقد بالعاصمة القبرصية نيقوسيا يومي 23 و24 يونيو 2026م، بمشاركة ممثلين عن الحكومات والمؤسسات الوطنية المعنية وخبراء دوليين من دول جنوب البحر الأبيض المتوسط والدول الأوروبية.
ومثّل المجلس في أعمال المؤتمر المهندس عمر الشيباني مدير إدارة التوثيق وتقنية المعلومات، إلى جانب ممثلين عن وزارة الخارجية والتعاون الدولي ووزارة الداخلية، في إطار المشاركة الليبية الرامية إلى تعزيز التعاون الإقليمي وتبادل الخبرات في مجالات حماية البيانات الشخصية وحوكمة تقنيات الذكاء الاصطناعي.
ونُظّم المؤتمر من قبل مجلس أوروبا بالتعاون مع أكاديمية تكنولوجيا المعلومات والاتصالات التابعة لمكتب مفوض الاتصالات في جمهورية قبرص، وبدعم من الاتحاد الدولي للاتصالات، وذلك في إطار برنامج الجنوب السادس (South Programme VI)، وهو مبادرة مشتركة بين الاتحاد الأوروبي ومجلس أوروبا تهدف إلى دعم الإصلاحات التشريعية والمؤسسية وتعزيز احترام حقوق الإنسان وسيادة القانون في دول جنوب المتوسط.
وشكل المؤتمر منصة إقليمية للحوار وتبادل الخبرات حول أحدث التطورات الوطنية والدولية المتعلقة بحماية البيانات الشخصية وتنظيم استخدامات الذكاء الاصطناعي، حيث ناقش المشاركون التحديات المرتبطة بالشفافية والمساءلة وإدارة المخاطر المرتبطة بأنظمة الذكاء الاصطناعي، إضافة إلى استعراض الممارسات الفضلى والتجارب المقارنة في هذا المجال.
كما تناولت جلسات المؤتمر منهجية تقييم المخاطر والآثار المترتبة على أنظمة الذكاء الاصطناعي من منظور حقوق الإنسان والديمقراطية وسيادة القانون (HUDERIA)، التي طورها مجلس أوروبا باعتبارها إحدى الأدوات المرجعية لتقييم امتثال تطبيقات الذكاء الاصطناعي للمعايير الدولية ذات الصلة.
وعلى هامش أعمال المؤتمر، أعلن مجلس أوروبا الإطلاق الرسمي للنسخة العربية من برنامج إعداد المهنيين في القانون في مجال حقوق الإنسان (HELP) الخاص بالذكاء الاصطناعي وحقوق الإنسان، بما يتيح توسيع نطاق الاستفادة من هذا البرنامج التدريبي المتخصص بين الناطقين باللغة العربية في المنطقة.
وفي السياق الوطني، يذكر أن المجلس الوطني للحريات وحقوق الإنسان يواصل قيادة الجهود المؤسسية الرامية إلى تطوير الإطار الوطني لحماية البيانات الشخصية، حيث أصدر رئيس المجلس القرار رقم (253) لسنة 2023م بشأن تشكيل لجنة وطنية تضم ممثلين عن الجهات والمؤسسات المختصة، أوكلت إليها مهمة إعداد مشروع قانون حماية البيانات الشخصية وفق المعايير الدولية والممارسات الفضلى ذات الصلة ، وقد أنجزت اللجنة مشروع القانون، وتعمل حالياً على متابعة تنفيذ خارطة الطريق الوطنية لحماية البيانات الشخصية بالتعاون مع مجلس أوروبا وبالتنسيق مع وزارة الخارجية والتعاون الدولي والوزارات والمؤسسات الحكومية المعنية .
وتعكس هذه المشاركة التزام دولة ليبيا بتطوير منظومتها التشريعية والمؤسسية في مجالات حماية البيانات الشخصية وحوكمة الذكاء الاصطناعي، بما ينسجم مع المعايير الدولية لحقوق الإنسان ومتطلبات التحول الرقمي الآمن والمسؤول، كما تؤكد استمرار التعاون بين المؤسسات الوطنية الليبية والشركاء الدوليين لتعزيز بناء القدرات وتطوير الأطر القانونية والتنظيمية ذات الصلة.
National Council for Liberties and Human Rights Participates as Part of the Libyan Delegation in the Regional Conference on Personal Data Protection and Artificial Intelligence Governance in the Southern Mediterranean Region

The National Council for Liberties and Human Rights participated as part of the Libyan delegation in the Regional Conference on Personal Data Protection and Artificial Intelligence Governance in the Southern Mediterranean Region, held in Nicosia, Cyprus, on 23 and 24 June 2026. The conference brought together representatives of governments, relevant national institutions, and international experts from Southern Mediterranean and European countries.
The Council was represented at the conference by Eng. Omar Al-Shaibani, Director of the Documentation and Information Technology Department, alongside representatives from the Ministry of Foreign Affairs and International Cooperation and the Ministry of Interior. Libya’s participation aimed to strengthen regional cooperation and exchange expertise in the fields of personal data protection and the governance of artificial intelligence technologies.
The conference was organized by the Council of Europe in cooperation with the Information and Communications Technology Academy of the Office of the Commissioner of Communications of the Republic of Cyprus, with the support of the International Telecommunication Union (ITU). The event was held within the framework of the South Programme VI, a joint initiative of the European Union and the Council of Europe designed to support legislative and institutional reforms and promote respect for human rights and the rule of law across Southern Mediterranean countries.
The conference served as a regional platform for dialogue and the exchange of expertise on the latest national and international developments relating to personal data protection and the regulation of artificial intelligence applications. Participants discussed challenges related to transparency, accountability, and risk management in AI systems, while also reviewing best practices and comparative experiences in this field.
The conference sessions also addressed the Human Rights, Democracy and Rule of Law Impact Assessment (HUDERIA) methodology developed by the Council of Europe as a key reference tool for assessing the compliance of artificial intelligence applications with relevant international standards.
On the sidelines of the conference, the Council of Europe officially launched the Arabic version of the Human Rights Education for Legal Professionals (HELP) Programme on Artificial Intelligence and Human Rights, thereby expanding access to this specialized training programme among Arabic-speaking professionals throughout the region.
At the national level, the National Council for Liberties and Human Rights continues to lead institutional efforts aimed at developing Libya’s national framework for personal data protection. In this regard, the President of the Council issued Resolution No. (253) of 2023 establishing a national committee composed of representatives of relevant authorities and institutions, tasked with drafting a Personal Data Protection Law in accordance with international standards and best practices. The committee has completed the draft law and is currently following up on the implementation of the National Roadmap for Personal Data Protection in cooperation with the Council of Europe and in coordination with the Ministry of Foreign Affairs and International Cooperation, as well as the relevant ministries and governmental institutions.
This participation reflects Libya’s commitment to developing its legislative and institutional framework in the areas of personal data protection and artificial intelligence governance in line with international human rights standards and the requirements of safe and responsible digital transformation. It also demonstrates the continued cooperation between Libyan national institutions and international partners to strengthen capacity-building efforts and further develop the relevant legal and regulatory frameworks.
