وجّه المجلس الوطني للحريات العامة وحقوق الإنسان، برئاسة ، مذكرة رسمية إلى رئيس حكومة الوحدة الوطنية، دعا فيها إلى التدخل العاجل لمعالجة الأوضاع الإنسانية وحقوق الأطفال داخل دار الأحداث التابعة لوزارة الشؤون الاجتماعية.
وجاءت هذه المذكرة عقب عمليات الرصد والمتابعة التي نفذها المجلس، والتي كشفت عن وجود عدد من التحديات المتعلقة بظروف الإقامة والتهوية والتغذية والرعاية والخدمات الأساسية المقدمة للأطفال النزلاء، بما يستوجب اتخاذ إجراءات عاجلة لضمان توفير بيئة إنسانية آمنة تحفظ كرامتهم وتصون حقوقهم.
وأكد المجلس أن حماية الأطفال ورعايتهم تمثل التزاماً وطنياً وأخلاقياً وقانونياً، انسجاماً مع أحكام التشريعات الوطنية والاتفاقيات الدولية ذات الصلة بحقوق الطفل، داعياً إلى وضع خطة عاجلة وشاملة لتحسين أوضاع الدار وتوفير الاحتياجات الأساسية اللازمة للنزلاء.
كما شدد المجلس على أهمية تعزيز برامج التأهيل والرعاية النفسية والاجتماعية والتعليمية للأطفال، بما يسهم في إعادة إدماجهم في المجتمع وتمكينهم من التمتع بحقوقهم الأساسية على الوجه الأمثل.
وجدد المجلس الوطني للحريات العامة وحقوق الإنسان التزامه بمتابعة أوضاع مؤسسات الرعاية والإصلاح، والاستمرار في أداء دوره الرقابي والاستشاري بما يكفل تعزيز وحماية حقوق الإنسان في ليبيا .

The National Council for Public Liberties and Human Rights has addressed an official memorandum to the Prime Minister of the Government of National Unity, calling for urgent intervention to address the humanitarian conditions and safeguard the rights of children residing at the Juvenile Care Home affiliated with the Ministry of Social Affairs.
The memorandum was issued following monitoring and assessment activities conducted by the Council, which revealed several challenges related to accommodation conditions, ventilation, nutrition, care services, and other essential facilities provided to the children. These findings underscore the need for immediate measures to ensure a safe and humane environment that preserves their dignity and protects their fundamental rights.
The Council emphasized that the protection and welfare of children constitute a national, moral, and legal obligation, in accordance with national legislation and international conventions related to children’s rights. It called for the development and implementation of an urgent and comprehensive plan to improve the conditions of the institution and provide all necessary basic services and support for its residents.
The Council also stressed the importance of strengthening rehabilitation, psychological, social, and educational programs to facilitate the successful reintegration of children into society and ensure their full enjoyment of their fundamental rights.
The National Council for Public Liberties and Human Rights reaffirmed its commitment to monitoring conditions within care and rehabilitation institutions and to continuing its oversight and advisory role in promoting and protecting human rights throughout Libya.
