في إطار تعزيز التعاون والتنسيق بين المؤسسة الوطنية المعنية بحماية وتعزيز حقوق الإنسان والسلطة التشريعية، قام عضو مجلس النواب ورئيس لجنة الصحة الدكتور أيمن سيف النصر بزيارة عمل إلى ديوان المجلس الوطني للحريات وحقوق الإنسان بمدينة طرابلس، يوم الخميس الماضي .
وعلى هامش الزيارة، عُقد اجتماع موسع ضم عن المجلس الأستاذ عبدالمولي أبونتيشة المكلف بتسيير أعمال المجلس، والأستاذ عبدالباري شنباور المستشار بالمجلس، حيث جرى استعراض أبرز البرامج والمبادرات التي ينفذها المجلس في سبيل تطوير المنظومة الوطنية لحقوق الإنسان وتعزيز امتثالها للمعايير الدولية ذات الصلة.
وخلال الاجتماع، قدّم الأستاذ عبدالمولي أبونتيشة إحاطة شاملة حول الجهود المؤسسية التي يبذلها المجلس لترسيخ مبادئ الحوكمة الرشيدة، وتعزيز الشفافية والمساءلة، وتطوير آليات الرصد والتقييم والتوثيق، بما يسهم في رفع كفاءة الأداء المؤسسي وتحسين جودة الخدمات والبرامج الحقوقية المقدمة.
كما استعرض حزمة الأدلة الإجرائية والأدوات التنظيمية التي يعمل المجلس على إعدادها وتطويرها، والتي تهدف إلى توحيد الإجراءات، وبناء القدرات المؤسسية، وتعزيز الامتثال للمعايير الوطنية والدولية لحقوق الإنسان، بما ينسجم مع أفضل الممارسات المعتمدة لدى المؤسسات الوطنية لحقوق الإنسان.
وتطرق الاجتماع إلى جهود المجلس في مجال مواءمة التشريعات الوطنية مع الاتفاقيات والصكوك الدولية لحقوق الإنسان، من خلال المساهمة في مراجعة وتطوير الأطر القانونية ذات الصلة بالحقوق والحريات الأساسية، ودعم المبادرات التشريعية الرامية إلى تعزيز سيادة القانون وحماية الحقوق المدنية والسياسية والاقتصادية والاجتماعية والثقافية.
وفي ختام اللقاء، أشاد الأستاذ عبدالمولي أبونتيشة بالجهود التي بذلها الدكتور أيمن سيف النصر في دعم القضايا ذات البعد الاجتماعي والحقوقي، مثمناً الدور الذي اضطلع به في الدفع نحو اعتماد قانون رقم (1) لسنة 2023 بشأن تنظيم صندوق التأمين الصحي العام باعتباره خطوة مهمة نحو تعزيز الحماية الاجتماعية وصون الحقوق المكتسبة لهذه الشريحة.
من جانبه، أشاد الدكتور أيمن سيف النصر بالدور المحوري الذي يضطلع به المجلس الوطني للحريات وحقوق الإنسان في تعزيز ثقافة حقوق الإنسان، ودعم مسارات الإصلاح المؤسسي والتشريعي، وترسيخ قيم العدالة والمساواة وعدم التمييز، مؤكداً أهمية استمرار التعاون بين السلطتين التشريعية والمؤسسات الوطنية المختصة بما يسهم في تطوير منظومة حقوق الإنسان وترسيخ مبادئ الدولة القانونية والمؤسسات .

As part of efforts to strengthen cooperation and coordination between the national institution responsible for the promotion and protection of human rights and the legislative authority, Member of the House of Representatives and Chairman of the Health Committee, Dr. Ayman Saif Al-Nasr, paid a working visit to the headquarters of the National Council for Rights and Freedoms in Tripoli last Thursday.
On the sidelines of the visit, an extensive meeting was held with Mr. Abdulmawla Abunteisha, Acting Head of the Council, and Mr. Abdulbari Shanbaour, Advisor to the Council. The meeting reviewed the Council’s key programs and initiatives aimed at developing the national human rights system and strengthening its compliance with relevant international standards.
During the meeting, Mr. Abdulmawla Abunteisha provided a comprehensive briefing on the institutional efforts undertaken by the Council to promote good governance, enhance transparency and accountability, and develop monitoring, evaluation, and documentation mechanisms, thereby improving institutional performance and the quality of human rights services and programs.
The meeting also highlighted a package of procedural manuals and organizational tools currently being developed by the Council to standardize procedures, strengthen institutional capacities, and enhance compliance with national and international human rights standards in line with best practices adopted by National Human Rights Institutions.
Discussions further addressed the Council’s efforts to harmonize national legislation with international human rights conventions and instruments through its contribution to reviewing and developing legal frameworks related to rights and fundamental freedoms, as well as supporting legislative initiatives aimed at strengthening the rule of law and protecting civil, political, economic, social, and cultural rights.
At the conclusion of the meeting, Mr. Abdulmawla Abunteisha commended Dr. Ayman Saif Al-Nasr for his efforts in supporting issues of social and human rights significance. He particularly praised Dr. Al-Nasr’s role in advancing the adoption of Law No. (1) of 2023 on the Organization of the General Health Insurance Fund, considering it an important step toward strengthening social protection and safeguarding the acquired rights of beneficiaries.
For his part, Dr. Ayman Saif Al-Nasr praised the pivotal role played by the National Council for Rights and Freedoms in promoting a culture of human rights, supporting institutional and legislative reform processes, and advancing the principles of justice, equality, and non-discrimination. He emphasized the importance of continued cooperation between the legislative authority and national specialized institutions in order to further develop the human rights system and reinforce the principles of a state governed by law and institutions.
