استقبل المجلس الوطني للحريات وحقوق الإنسان الدكتور عبدالسلام نصية، عضو مجلس النواب ومقرر اللجنة التشريعية والدستورية، في زيارة عمل خُصصت للاطلاع على برامج المجلس ومبادراته الرامية إلى تعزيز وحماية حقوق الإنسان وترسيخ مبادئ سيادة القانون والحكم الرشيد وفق المعايير الدولية ذات الصلة.
وعُقد على هامش الزيارة اجتماع موسّع قدّم خلاله الأستاذ عبدالمولى أبونتيشة المكلف بتسيير أعمال المجلس عرضًا شاملاً حول الجهود التي يبذلها المجلس في تطوير المنظومة الوطنية لحقوق الإنسان، وتعزيز آليات الرصد والمتابعة والتوثيق، إلى جانب دعم المؤسسات الوطنية في الوفاء بالتزاماتها الحقوقية الناشئة عن الاتفاقيات والمعاهدات الدولية ذات الصلة بحقوق الإنسان.
كما استعرض أبونتيشة مساعي المجلس الرامية إلى بناء شراكات استراتيجية مع المنظمات والهيئات الدولية والإقليمية المعنية بحقوق الإنسان، وتنفيذ حزمة من الأدلة الإجرائية والأدوات المؤسسية التي تهدف إلى تعزيز الشفافية والمساءلة، ورفع كفاءة الأداء الحكومي، وتطوير آليات الرقابة والتقييم بما يتوافق مع المعايير والممارسات الدولية الفضلى في مجال حقوق الإنسان والإدارة العامة.
وفي سياق متصل، قدّم السيد أبونتيشة إحاطة حول جهود المجلس في مجال مواءمة التشريعات الوطنية مع منظومة حقوق الإنسان الدولية، من خلال المساهمة في مراجعة وتطوير الأطر القانونية ذات الصلة بالحقوق والحريات الأساسيةً، وأوضح أن المجلس شكّل لجانًا وطنية متخصصة ضمّت نخبة من الخبراء والأكاديميين والمهنيين من الجهات الوطنية ذات الصلة، تولّت إعداد وصياغة عدد من مشروعات القوانين المهمة، من بينها مشروع قانون مكافحة الاتجار بالبشر، ومشروع قانون حماية البيانات الشخصية، ومشروع قانون حقوق الأشخاص ذوي الإعاقة، بما ينسجم مع الالتزامات الدولية للدولة ويعزز ضمانات الحماية القانونية للفئات الأكثر عرضة للانتهاكات.
من جانبه، أشاد الدكتور عبدالسلام نصية بالدور الذي يضطلع به المجلس الوطني للحريات وحقوق الإنسان في دعم مسار الإصلاح التشريعي والمؤسسي، مثمنًا الجهود المهنية التي يبذلها في تعزيز ثقافة حقوق الإنسان وترسيخ مبادئ العدالة والمساواة وعدم التمييز ، كما أكد أهمية استمرار التنسيق والتعاون بين السلطتين التشريعية والمؤسسات الوطنية المعنية بحقوق الإنسان من أجل تطوير البيئة التشريعية وتعزيز الضمانات القانونية الكفيلة بحماية الحقوق والحريات الأساسية ، بما يتوافق مع المعايير الدولية ويستجيب لتطلعات المجتمع نحو بناء دولة القانون والمؤسسات.
وفي ختام الزيارة، جرى التأكيد على أهمية مواصلة العمل المشترك لتعزيز الإطار الوطني لحماية حقوق الإنسان، وتطوير التشريعات والسياسات العامة بما يسهم في تعزيز كرامة الإنسان وصون حقوقه الأساسية وترسيخ مبادئ الحوكمة الرشيدة والمساءلة وسيادة القانون.
Dr. Abdulsalam Nasia Visits the National Council for Liberties and Human Rights and Reviews Its Efforts to Strengthen the National Human Rights and Legislative Framework

The National Council for Liberties and Human Rights welcomed Dr. Abdulsalam Nasia, Member of the House of Representatives and Rapporteur of the Constitutional and Legislative Committee, during an official working visit aimed at reviewing the Council’s programs and initiatives dedicated to the promotion and protection of human rights, the strengthening of the rule of law, and the advancement of good governance in accordance with relevant international human rights standards.
On the sidelines of the visit, an expanded meeting was convened during which Mr. Abdulmawla Abunteisha, Acting Head of the Council, delivered a comprehensive presentation outlining the Council’s ongoing efforts to strengthen the national human rights system, enhance monitoring, reporting, and documentation mechanisms, and support national institutions in fulfilling their human rights obligations arising from international treaties and conventions to which the State is bound.
Mr. Abunteisha also highlighted the Council’s efforts to establish strategic partnerships with international and regional human rights organizations and institutions. He further presented a range of procedural guidelines and institutional tools developed by the Council to promote transparency, accountability, institutional effectiveness, and evidence-based evaluation mechanisms, in line with international best practices in human rights governance and public administration.
In the context of legislative reform, Mr. Abunteisha briefed the delegation on the Council’s initiatives aimed at harmonizing national legislation with international human rights standards. He explained that the Council has established specialized national committees comprising leading experts, academics, and practitioners from relevant national institutions to draft and develop key legislative proposals. These include the Draft Law on Combating Human Trafficking, the Draft Personal Data Protection Law, and the Draft Law on the Rights of Persons with Disabilities, all designed to strengthen legal safeguards and ensure greater protection for individuals and groups in vulnerable situations, consistent with the State’s international human rights commitments.
For his part, Dr. Abdulsalam Nasia commended the important role played by the National Council for Liberties and Human Rights in supporting legislative and institutional reform processes. He praised the Council’s professional efforts in promoting a human rights culture and advancing the principles of justice, equality, and non-discrimination. Dr. Nasia further emphasized the importance of sustained cooperation and coordination between the legislative authority and national human rights institutions to improve the legal and policy environment, strengthen safeguards for the protection of fundamental rights and freedoms, and ensure compliance with international human rights standards while responding to society’s aspirations for a state founded upon the rule of law and strong institutions.
At the conclusion of the visit, both parties reaffirmed the importance of continued collaboration to strengthen the national human rights protection framework and to further develop legislation and public policies that uphold human dignity, safeguard fundamental rights and freedoms, and promote the principles of good governance, accountability, and the rule of law.
