في إطار خطة عمل المجلس الوطني للحريات وحقوق الإنسان لعام 2026، وبشراكة فنية مع برنامج الأمم المتحدة الإنمائي (UNDP)، انطلقت صباح اليوم الأحد 11-1-2026 بالعاصمة طرابلس، أعمال المرحلة الثانية من برنامج إعداد واعتماد دليل رصد وتقييم أوضاع حقوق الأشخاص ذوي الإعاقة في المؤسسات الإيوائية.
وشهدت الفعالية مشاركة أكثر من (20) متدربًا يمثلون مناطق المجلس في الشرق والجنوب والغرب، والادارات المعنية بديوان المجلس، إلى جانب ممثلين عن مكتب حقوق الإنسان بوزارة الداخلية، وصندوق التضامن الاجتماعي، بما يعكس نهجًا تشاركيًا يعزز توحيد المعايير وتكامل الأدوار المؤسسية في مجال حماية حقوق الأشخاص ذوي الإعاقة.
ويهدف البرنامج، الذي يستمر لمدة يومين، إلى تعزيز القدرات الوطنية في رصد وتقييم أوضاع حقوق الأشخاص ذوي الإعاقة داخل المؤسسات الإيوائية، من خلال اعتماد منهجية حقوقية تستند إلى منظومة حقوق الإنسان الدولية، ولا سيما اتفاقية حقوق الأشخاص ذوي الإعاقة، ومبادئ الكرامة الإنسانية وعدم التمييز، والمساءلة، وإمكانية الوصول، والمشاركة الفاعلة.
كما يركز البرنامج على تطوير الأدوات الوطنية وفق منهجية عملية ومعايير مهنية موحدة للرصد والتقييم، بما يسهم في تحسين جودة الخدمات المقدمة، وضمان الامتثال للالتزامات الدولية، وتعزيز آليات الوقاية والحماية، وصولًا إلى توصيات قابلة للتنفيذ تدعم صناع القرار وتخدم المصلحة الفضلى للأشخاص ذوي الإعاقة.
ويأتي إطلاق هذه المرحلة تأكيدًا لالتزام المجلس الوطني للحريات وحقوق الإنسان بدوره الرقابي والوقائي، وتعزيزًا للشراكة مع الشركاء الوطنيين والدوليين، بما يسهم في ترسيخ نهج قائم على حقوق الإنسان وضمان حياة كريمة وشاملة للأشخاص ذوي الإعاقة في ليبيا .
The National Council for Civil Liberties and Human Rights Launches the Second Phase of the Program for the Accreditation of the Monitoring and Evaluation Guide on the Rights of Persons with Disabilities in Residential Institutions, with Support from UNDP

Within the framework of the 2026 Action Plan of the National Council for Civil Liberties and Human Rights, and in technical partnership with the United Nations Development Programme (UNDP), the second phase of the program for the preparation and accreditation of a guide to monitor and evaluate the human rights situation of persons with disabilities in residential institutions was launched on Sunday morning in the capital, Tripoli.
The event brought together more than 20 trainees representing the Council’s regional offices in the eastern, southern, and western regions, as well as relevant departments within the Council’s headquarters. Representatives from the Human Rights Office at the Ministry of Interior and the Social Solidarity Fund also participated, reflecting a participatory approach that promotes unified standards and institutional coordination in the protection of the rights of persons with disabilities.
The two-day program aims to strengthen national capacities in monitoring and assessing the human rights conditions of persons with disabilities in residential institutions through the adoption of a rights-based methodology grounded in the international human rights framework, particularly the Convention on the Rights of Persons with Disabilities. It also emphasizes the principles of human dignity, non-discrimination, accountability, accessibility, and meaningful participation.
The program further focuses on developing national tools based on a practical approach and unified professional standards for monitoring and evaluation, contributing to the improvement of service quality, ensuring compliance with international obligations, and strengthening prevention and protection mechanisms. This process will lead to actionable recommendations that support decision-makers and serve the best interests of persons with disabilities.
The launch of this phase reaffirms the National Council for Civil Liberties and Human Rights’ commitment to its monitoring and preventive role and underscores the importance of partnerships with national and international stakeholders, contributing to the consolidation of a human rights–based approach and ensuring a dignified and inclusive life for persons with disabilities in Libya.
