To Expedite the Regularisation of Their Status and End Prolonged Detention: The National Council for Public Liberties and Human Rights Refers Data on Migrants at Bir al-Ghanam to the Ministry of Foreign Affairs and International Cooperation to Facilitate Contact with Their Countries’ Embassies

Tripoli, 5 October 2026

To Expedite the Regularisation of Their Status and End Prolonged Detention: The National Council for Public Liberties and Human Rights Refers Data on Migrants at Bir al-Ghanam to the Ministry of Foreign Affairs and International Cooperation to Facilitate Contact with Their Countries’ Embassies

Tripoli, 5 October 2026

The National Council for Public Liberties and Human Rights has referred the data of 386 migrants held at the Bir al-Ghanam Centre to the Ministry of Foreign Affairs and International Cooperation, with a view to contacting their respective countries’ embassies and consulates, expediting procedures to regularise their status and obtain travel documents, and thereby helping to bring an end to their prolonged detention.

The referral follows a visit by the Council’s Monitoring and Investigation Team to the centre on 30 September 2026 to assess the migrants’ conditions, amid delays in the issuance of travel documents and the completion of the necessary consular arrangements.

The Council emphasised the importance of strengthening coordination with diplomatic missions and international organisations to ensure that migrants’ cases are addressed in accordance with humanitarian and human rights standards, while taking national sovereignty and security considerations into account, and enhancing cooperation to develop sustainable solutions for migration management.
