The National Council for Public Liberties and Human Rights Participates in a Dialogue Session on Sustainable Partnership to Protect Rights and Freedoms, Organized by the Ministry of Interior

Wednesday, 14 October 2026

The National Council for Public Liberties and Human Rights participated in a dialogue session organized by the Human Rights Office of the Ministry of Interior at the Ministry’s headquarters in Tripoli, under the theme “Sustainable Partnership to Protect Rights and Freedoms.” The session brought together representatives of legislative and executive institutions, civil society organizations, and a number of international organizations and entities working in the fields of human rights and the rule of law.

The Council was represented at the event by Mr. Abdulmoula Ramadan Abu Antisha, Acting Head of the Council, and Mr. Salem Al-Tayeb, Director of the International Cooperation Department.

In his address during the opening session, Mr. Abdulmoula Abu Antisha emphasized that establishing a sustainable partnership between security institutions and human rights bodies is an institutional and national imperative for strengthening the protection of fundamental rights and freedoms and upholding the rule of law. He noted that cooperation between the Council and the Ministry of Interior extends beyond training and coordination activities to encompass practical efforts aimed at strengthening legal safeguards in security and law enforcement practices, upholding human dignity, and reinforcing the principles of accountability.

He explained that the Council has sought to involve representatives of the Ministry of Interior in capacity-building programmes, the development of technical tools, the legislative committees established by the Council, and joint field visits to migrant accommodation centres. He stressed the importance of building on these efforts through a sustainable institutional framework and a joint action plan that clearly defines priorities and responsibilities, ensures follow-up and evaluation, and establishes mechanisms for measuring results.

The session discussed mechanisms for improving security and law enforcement performance and strengthening the integration of human rights standards into the policies, procedures, and day-to-day practices of the various components of the Ministry of Interior. It also explored ways to enhance cooperation among national institutions, international entities, and civil society organizations, with a view to preventing violations and strengthening safeguards for the protection of fundamental rights and freedoms.

The event concluded with a set of recommendations emphasizing the need to move beyond meetings and temporary initiatives towards a practical and sustainable partnership based on clearly defined programmes, measurable objectives, and effective monitoring and evaluation mechanisms.

The National Council for Public Liberties and Human Rights reaffirms the importance of strengthening institutional cooperation with the Ministry of Interior to ensure that human rights commitments are translated into tangible practices, enhance compliance with national legislation and international human rights standards, and contribute to building trust between state institutions and society.
