عقد رئيس اللجنة التشريعية والدستورية بمجلس النواب الدكتور رمضان شنبش اجتماعًا موسعًا مع اللجنة القانونية والحقوقية المكلّفة من المجلس الوطني للحريات وحقوق الإنسان بإعداد مشروع قانون الأشخاص ذوي الإعاقة، وذلك بمقر ديوان مجلس النواب في مدينة بنغازي.
وجاء الاجتماع في إطار تعزيز التنسيق المؤسسي ودعم مسار المواءمة التشريعية مع المعايير الدولية لحقوق الإنسان، حيث خُصّص اللقاء لاستعراض مخرجات عمل اللجنة ومناقشة مضامين مشروع القانون المقترح، إضافة إلى تقييم ومراجعة التشريعات الوطنية ذات الصلة بحقوق الأشخاص ذوي الإعاقة ومدى اتساقها مع الالتزامات الدولية للدولة الليبية.
وشهد الاجتماع تقديم عرضٍ مرئي شامل لمسودة مشروع القانون، تضمن استعراضًا لأبوابه ومواده وأحكامه، مع مناقشات قانونية وحقوقية معمّقة لضمان توافقه مع التشريعات النافذة، وترسيخ مبادئ عدم التمييز وتكافؤ الفرص والإدماج والمشاركة الكاملة والفعالة في المجتمع، بما ينسجم مع المعايير الدولية وأفضل الممارسات التشريعية المقارنة.
وخلصت المناقشات إلى الاتفاق على إحالة النسخة النهائية من مشروع القانون إلى مكتب شؤون الرئاسة بمجلس النواب، تمهيدًا لعرضه على اللجنة التشريعية والدستورية لدراسته وإبداء الرأي القانوني بشأنه، وفق الاختصاصات والإجراءات التشريعية المعتمدة.
ويُذكر أن اللجنة المعنية بإعداد المشروع شُكّلت بقرار من رئاسة المجلس الوطني للحريات وحقوق الإنسان مطلع عام 2025، وتضم نخبة من الخبراء القانونيين والحقوقيين والأكاديميين والمختصين وممثلي منظمات المجتمع المدني، بهدف إعداد إطار تشريعي وطني شامل يضمن الحماية القانونية الكاملة للأشخاص ذوي الإعاقة، ويعزز تمتعهم بجميع حقوقهم على قدم المساواة، بما يتماشى مع أحكام الاتفاقية الدولية لحقوق الأشخاص ذوي الإعاقة والالتزامات الدولية ذات الصلة.

The Chairman of the Legislative and Constitutional Committee of the House of Representatives, Dr. Ramadan Shambesh, held an extensive meeting with the legal and human rights committee assigned by the National Council for Civil Liberties and Human Rights to prepare the draft law on the rights of persons with disabilities. The meeting took place at the headquarters of the House of Representatives in the city of Benghazi.
The meeting came within the framework of strengthening institutional coordination and supporting the process of legislative harmonization with international human rights standards. Discussions focused on reviewing the outcomes of the committee’s work, examining the proposed draft law, and assessing the national legislation related to the rights of persons with disabilities and its consistency with Libya’s international obligations.
During the meeting, a comprehensive presentation of the draft law was delivered, outlining its chapters, articles, and legal provisions. In-depth legal and human rights discussions were also held to ensure the draft’s compatibility with existing legislation and to reinforce the principles of non-discrimination, equal opportunities, inclusion, and full and effective participation in society, in line with international standards and comparative legislative best practices.
The discussions concluded with an agreement to refer the final version of the draft law to the Office of the Presidency of the House of Representatives, in preparation for its submission to the Legislative and Constitutional Committee for legal review and opinion, in accordance with the approved legislative procedures and competencies.
It is worth noting that the committee tasked with preparing the draft law was established by a decision of the Presidency of the National Council for Civil Liberties and Human Rights at the beginning of 2025. The committee includes a distinguished group of legal experts, human rights specialists, academics, and representatives of civil society organizations, with the objective of developing a comprehensive national legislative framework that guarantees full legal protection for persons with disabilities and promotes their equal enjoyment of all rights, in accordance with the Convention on the Rights of Persons with Disabilities and relevant international obligations.
