Statement by the National Council for Liberties and Human Rights Regarding the Ceasefire Agreement in the City of Zawiya
يرحب المجلس الوطني للحريات وحقوق الإنسان ويبارك التوصل إلى اتفاق لوقف إطلاق النار بمدينة الزاوية مساء اليوم الجمعة، ويعد هذه الخطوة تطورًا إيجابيًا ومهمًا نحو حقن الدماء وحماية أرواح المدنيين وصون الممتلكات العامة والخاصة.
ويؤكد المجلس أن الحق في الحياة والأمن والسلامة الشخصية يُعد من الحقوق الأساسية التي كفلتها المنظومة الدولية لحقوق الإنسان، وفي مقدمتها الإعلان العالمي لحقوق الإنسان والعهد الدولي الخاص بالحقوق المدنية والسياسية، بما يضمن حق الإنسان في العيش بأمان وكرامة بعيدًا عن العنف والنزاعات المسلحة.
وفي هذا السياق، يدعو المجلس جميع الأطراف إلى:
• الالتزام الكامل والفوري بوقف إطلاق النار، وتجنب أي أعمال من شأنها تجدد التوتر أو التصعيد.
• تغليب لغة الحوار والتسوية السلمية للنزاعات، بما يحفظ الاستقرار ويعزز سيادة القانون.
• حماية المدنيين وضمان وصول الخدمات الأساسية والمساعدات الإنسانية دون عوائق.
• العمل الجاد على معالجة أسباب النزاع بما يرسخ السلم المجتمعي ويمنع تكرار العنف.
ويشدد المجلس في ختام بيانه هذا على أن ترسيخ السلام والأمن يمثل مسؤولية وطنية مشتركة، ويؤكد استعداده لدعم كل المبادرات الرامية إلى تعزيز حقوق الإنسان وبناء بيئة آمنة ومستقرة تكفل لجميع المواطنين حقهم في الحياة الكريمة والعيش بسلام.

The National Council for Liberties and Human Rights welcomes and commends the ceasefire agreement reached on Friday evening in the city of Zawiya, considering this step a positive and important development toward ending bloodshed, protecting civilian lives, and safeguarding public and private property.
The Council affirms that the rights to life, security, and personal safety are fundamental rights guaranteed by the international human rights system, foremost among them the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which ensure every individual’s right to live in safety and dignity, free from violence and armed conflict.
In this context, the Council calls on all parties to:
• Fully and immediately commit to the ceasefire agreement and refrain from any actions that could lead to renewed tensions or escalation.
• Prioritize dialogue and the peaceful settlement of disputes in a manner that preserves stability and strengthens the rule of law.
• Protect civilians and ensure the uninterrupted delivery of essential services and humanitarian assistance.
• Work seriously to address the root causes of the conflict in a way that reinforces social peace and prevents the recurrence of violence.
In conclusion, the Council stresses that the consolidation of peace and security is a shared national responsibility, and reaffirms its readiness to support all initiatives aimed at promoting human rights and building a safe and stable environment that guarantees all citizens their right to a dignified life and peaceful coexistence.
