يشارك المجلس الوطني للحريات وحقوق الإنسان في أعمال الاجتماع السنوي للتحالف العالمي للمؤسسات الوطنية لحقوق الإنسان (GANHRI)، الذي ينعقد على مدى ثلاثة أياّم (31 مارس، 1 أبريل 2026), بقصر الأمم بمدينة جنيف سويسرا بمشاركة واسعة من المؤسسات الوطنية والخبراء الدوليين وممثلي المنظمات الأممية المعنية بحقوق الإنسان، ومثّل المجلس في هذه الاجتماعات الأستاذ “عبدالمولى رمضان أنتيشة” المكلف بتسيير أعمال المجلس، حيث شارك في أعمال جلسات تبادل الخبرات وأفضل الممارسات بين المؤسسات الوطنية لحقوق الإنسان حول العالم.
وشمل برنامج الاجتماع جلسات حوارية متخصصة ركزت على تعزيز دور المؤسسات الوطنية في حماية حقوق الأشخاص المتنقلين والمهاجرين وطالبي الحماية ، مناقشة التحديات الحقوقية في الفضاء الرقمي، ودور المؤسسات الوطنية في حماية الحقوق والحريات الأساسية في البيئة الرقمية، بما في ذلك حرية التعبير، والخصوصية، وحماية البيانات ، واستعراض مخرجات اجتماعات الشبكات الإقليمية للمؤسسات الوطنية لحقوق الإنسان، إضافة إلى عدد من الفعاليات الجانبية التي تناولت آليات التعاون الدولي وبناء القدرات المؤسسية.
وعلى هامش الاجتماعات، أجرى المكلف بتسيير أعمال المجلس سلسلة من اللقاءات الثنائية مع عدد من المسؤولين الدوليين وممثلي المنظمات الأممية والإقليمية، إلى جانب ممثلي الشبكتين العربية والأفريقية للمؤسسات الوطنية لحقوق الإنسان، حيث جرى بحث فرص تعزيز التعاون الفني وتبادل الخبرات وبناء الشراكات بما يسهم في دعم جهود المجلس في ترسيخ مبادئ حقوق الإنسان وسيادة القانون في ليبيا.
وتأتي هذه المشاركة في إطار حرص المجلس على الانخراط الفاعل في المنظومة الدولية لحقوق الإنسان، وتعزيز حضوره ضمن الشبكات الإقليمية والدولية، بما يدعم تطوير الأداء المؤسسي والارتقاء بآليات حماية وتعزيز حقوق الإنسان وفق المعايير الدولية.
Geneva, March 31 – April 1, 2026
The National Council for Public Liberties and Human Rights is participating in the Annual Meeting of the Global Alliance of National Human Rights Institutions (GANHRI), held over three days at the Palais des Nations in Geneva, Switzerland, with broad participation from national institutions, international experts, and representatives of UN human rights bodies.
The Council was represented at the meeting by “Mr. Abdulmoula Ramadan Antisha,” Acting Head of the Council, who took part in sessions dedicated to the exchange of experiences and best practices among national human rights institutions from around the world.
The meeting program included specialized dialogue sessions focusing on strengthening the role of national institutions in protecting the rights of people on the move, including migrants and those seeking protection. Discussions also addressed human rights challenges in the digital space and the role of national institutions in safeguarding fundamental rights and freedoms in the digital environment, including freedom of expression, privacy, and data protection. The program further reviewed the outcomes of regional network meetings of national human rights institutions, in addition to several side events on international cooperation mechanisms and institutional capacity-building.
On the sidelines of the meeting, the Acting Head of the Council held a series of bilateral meetings with international officials and representatives of UN and regional organizations, as well as members of the Arab and African networks of national human rights institutions. These meetings explored opportunities to enhance technical cooperation, exchange expertise, and build partnerships in support of the Council’s efforts to promote human rights principles and the rule of law in Libya.
This participation reflects the Council’s commitment to active engagement within the international human rights system and to strengthening its presence within regional and international networks, contributing to the development of its institutional performance and the advancement of mechanisms for the protection and promotion of human rights in line with international standards.
