انتُخبت دولة ليبيا رئيسًا للشبكة العربية للمؤسسات الوطنية لحقوق الإنسان لعام 2027، ممثلةً في المجلس الوطني للحريات وحقوق الإنسان، جاء ذلك خلال ختام أعمال اجتماعات اللجنة التنفيذية واجتماع الجمعية العامة الخامس والعشرين للشبكة العربية للمؤسسات الوطنية لحقوق الإنسان، التي عُقدت في المنامة بمملكة البحرين بتاريخ 12 يناير 2026، بمشاركة رؤساء وممثلي المؤسسات الوطنية الأعضاء، وبحضور الأمانة العامة للشبكة، والنائب العام بمملكة البحرين وزير الشؤون الاجتماعية.
وجاء هذا الانتخاب في سياق اعتماد الشبكة العربية للخطة التشغيلية لعملها خلال عام 2026، الذي تتولى فيه مملكة البحرين رئاسة الشبكة، حيث تتضمن الخطة حزمة من البرامج والأنشطة، من بينها تنظيم الندوات المتخصصة، واللقاءات الإقليمية والدولية، وتعزيز التعاون مع المؤسسات والجهات المعنية بملف حقوق الإنسان على المستويين الإقليمي والدولي.
وقد مثّل المجلس الوطني للحريات وحقوق الإنسان في هذه الاجتماعات الأستاذ “عبدالمولى رمضان أبونتيشة” المكلّف بتسيير أعمال المجلس، رفقة مدير مكتبه الأستاذ “محمد بلخير “، وفي كلمته أمام الجمعية العامة، أعرب الأستاذ أبونتيشة عن شكره وتقديره لرؤساء المؤسسات الوطنية الأعضاء على ثقتهم وتصويتهم لاختيار دولة ليبيا، ممثلةً في المجلس الوطني للحريات وحقوق الإنسان، رئيسًا للشبكة العربية للمؤسسات الوطنية لحقوق الإنسان لعام 2027، مؤكدًا استعداد المجلس لاستضافة اجتماعات الجمعية العامة السادس والعشرين للشبكة في ليبيا خلال شهر يناير من العام المقبل.
وتضمّنت أعمال الاجتماع الاطلاع على مستجدات تنفيذ خطة عمل الشبكة لعام 2025، ومناقشة آليات دعم المؤسسات الوطنية التي تواجه تحديات في أداء مهامها، وبحث المسائل المتعلقة بعملية الاعتماد لدى لجنة الاعتماد، إضافةً إلى تعزيز أوجه التعاون مع المنظمات الإقليمية والدولية ذات الصلة ، كما ناقشت الجمعية العامة برامج عمل الشبكة لعام 2026، وأقرت مقترحات الأنشطة المزمع تنفيذها خلال الفترة المقبلة، إلى جانب مناقشة عدد من القضايا التنظيمية والإدارية الهادفة إلى رفع كفاءة الأداء المؤسسي وتعزيز فاعلية عمل الشبكة.
كما اعتمدت الجمعية العامة خلال الاجتماع دليل التربية على حقوق الإنسان بالأنشطة الصفية واللاصفية، باعتباره أداة مرجعية لدعم نشر ثقافة حقوق الإنسان وتعزيزها في المؤسسات التعليمية والمجتمعية.
وأكدت الشبكة العربية، في ختام أعمالها، التزامها الراسخ بمواصلة تعزيز العمل العربي المشترك في مجال حماية وتعزيز حقوق الإنسان، ودعم دور المؤسسات الوطنية الأعضاء، بما يتماشى مع المعايير الدولية وأفضل الممارسات الحقوقية.
ويُذكر أن الشبكة العربية للمؤسسات الوطنية لحقوق الإنسان تُعد إطارًا إقليميًا جامعًا للمؤسسات الوطنية المعنية بحقوق الإنسان في الدول العربية، وتهدف إلى تعزيز التعاون والتنسيق المشترك، وتبادل الخبرات، ودعم الامتثال للمعايير الدولية ذات الصلة بحقوق الإنسان .
Libya Elected President of the Arab Network of National Human Rights Institutions for 2027
Manama, Kingdom of Bahrain – 12–13 January 2026
The State of Libya has been elected President of the Arab Network of National Human Rights Institutions (ANNHRI) for the year 2027, represented by the National Council for Civil Liberties and Human Rights. This took place at the conclusion of the meetings of the Executive Committee and the 25th General Assembly of the Network, held in Manama, Kingdom of Bahrain, on 12 January 2026.
The meetings were attended by the heads and representatives of member national institutions, the General Secretariat of the Network, and the Attorney General of the Kingdom of Bahrain, Minister of Social Affairs.
This election came within the framework of the Arab Network’s adoption of its operational plan for 2026, a year during which the Kingdom of Bahrain will assume the presidency of the Network. The plan includes a package of programs and activities, such as organizing specialized seminars, regional and international meetings, and strengthening cooperation with institutions and bodies concerned with human rights at both regional and international levels.
The National Council for Civil Liberties and Human Rights was represented at these meetings by Mr. “Abdulmoula Ramadan Abunetisha” Acting Head of the Council, accompanied by the Director of the Office of Presidential Affairs. In his address to the General Assembly ” Mr. Abunetisha” expressed his sincere thanks and appreciation to the heads of the member national institutions for their confidence and votes in electing the State of Libya, represented by the Council, as President of the Arab Network for 2027. He also affirmed the Council’s readiness to host the 26th General Assembly meetings of the Network in Libya in January of next year.
The meeting’s agenda included reviewing updates on the implementation of the Network’s 2025 work plan, discussing mechanisms to support national institutions facing challenges in carrying out their mandates, addressing issues related to the accreditation process with the Sub-Committee on Accreditation, and enhancing cooperation with relevant regional and international organizations. The General Assembly also discussed the Network’s programs for 2026 and approved proposed activities to be implemented in the coming period, in addition to deliberating on several organizational and administrative matters aimed at improving institutional performance and strengthening the effectiveness of the Network’s work.
During the meeting, the General Assembly approved the Human Rights Education Guide for Curricular and Extracurricular Activities as a reference tool to support the dissemination and promotion of a culture of human rights within educational and community institutions.
At the conclusion of its meetings, the Arab Network reaffirmed its firm commitment to continuing to strengthen joint Arab action in the field of the protection and promotion of human rights, and to supporting the role of its member national institutions, in line with international standards and best human rights practices.
It is worth noting that the Arab Network of National Human Rights Institutions serves as a comprehensive regional framework bringing together national human rights institutions in Arab countries, with the aim of enhancing cooperation and coordination, exchanging expertise, and supporting compliance with relevant international human rights standards.
