<p class="has-text-align-right wp-block-paragraph"><strong><br>أجرى المجلس الوطني للحريات وحقوق الإنسان، صباح اليوم الأربعاء، زيارة ميدانية إلى مركز إيواء المهاجرين غير الشرعيين بمنطقة بئر الغنم، الذي يبعد نحو 90 ك جنوب غرب العاصمة طرابلس، وذلك في إطار متابعة أوضاع المهاجرين والوقوف بصورة مباشرة على ظروف الإيواء والرعاية والخدمات المقدمة لهم، ورصد الجهود والتحديات المرتبطة بإدارة المركز.<br>وترأس الفريق الحقوقي المكلف بتسيير أعمال المجلس، الأستاذ عبدالمولى أبونتيشة ، رفقة عدد من مديري الإدارات وفريق المجلس المختص بالزيارات الميدانية لمتابعة أوضاع أماكن الاحتجاز والإيواء، وبمشاركة السيد الحسن رضائي، ممثل قسم حقوق الإنسان والعدالة الانتقالية وسيادة القانون ببعثة الأمم المتحدة للدعم في ليبيا.<br>وكان في استقبال الفريق لدى وصوله مدير إدارة مكافحة الهجرة غير الشرعية، ومدير مكتب حقوق الإنسان بوزارة الداخلية، ومدير مركز إيواء بئر الغنم، إلى جانب عدد من الضباط والمسؤولين بالإدارة والمركز.<br>وفي مستهل الزيارة، قُدمت للفريق إحاطة حول طبيعة عمل المركز وآليات إدارته، والجهود التي تبذلها وزارة الداخلية، ممثلة في إدارة مكافحة الهجرة غير الشرعية، لتوفير متطلبات الإيواء والرعاية وتحسين الظروف الإنسانية للمهاجرين الموجودين بالمركز، إلى جانب استعراض أبرز التحديات التي تواجه الجهات المختصة في إدارة المركز.<br>كما اطلع الفريق على البيانات المتعلقة بأعداد المهاجرين الموجودين بالمركز، والتي تجاوزت 360 مهاجراً غير شرعي من جنسيات متعددة، من بينها بنغلاديش وباكستان ومصر والجزائر وسوريا والنيجر والصومال وإثيوبيا ونيجيريا والسودان، حيث أوضحت الجهات المشرفة أن غالبية الحالات الموجودة بالمركز جرى إنقاذها أو ضبطها في البحر.<br>وتناول اللقاء الإجراءات المتخذة حيال أوضاع المهاجرين، ولا سيما ما يتعلق بالتواصل والتنسيق مع السفارات والبعثات الدبلوماسية للدول التي ينتمي إليها المهاجرون، واستكمال الإجراءات اللازمة بشأن العودة أو الترحيل، وفق الأطر القانونية والإجراءات المعمول بها، وبما يراعي الضمانات والمبادئ ذات الصلة بحقوق الإنسان.<br>وعقب ذلك، أجرى الفريق الحقوقي المشترك جولة ميدانية داخل المركز، شملت أماكن إقامة المهاجرين والمرافق والخدمات المتاحة، حيث وقف على الظروف المعيشية والصحية ومستوى توفر الاحتياجات الأساسية، واستمع إلى الإيضاحات المقدمة من المسؤولين بشأن آليات تقديم الخدمات والتعامل مع الحالات الموجودة بالمركز ، وقد أفاد مسؤولو مركز الإيواء الفريق الحقوقي بأن النساء والأطفال لا يتم إيداعهم بالمركز، وإنما يجري التنسيق مع سفارات وبعثات دولهم لتولي استلامهم ومتابعة أوضاعهم، بما يراعي خصوصية هذه الفئات واحتياجات حمايتها وفق الإجراءات المعمول بها.<br>كما بحث الفريق أبرز التحديات التي تواجه إدارة المركز والجهات المختصة بوزارة الداخلية، وفي مقدمتها ارتفاع أعداد المهاجرين، وتعدد جنسياتهم، ومتطلبات توفير الخدمات الأساسية، والإجراءات المرتبطة بالتواصل مع السفارات والبعثات الدبلوماسية، والحاجة إلى استمرار التنسيق بين مختلف الجهات الوطنية والدولية المعنية بملف الهجرة.<br>وفي هذا السياق، أكد المجلس الوطني للحريات وحقوق الإنسان أهمية أن تتم إدارة أوضاع المهاجرين وفق التشريعات الوطنية والمبادئ والمعايير الدولية ذات الصلة، بما يكفل احترام الكرامة الإنسانية، والمعاملة الإنسانية، وتوفير الرعاية الصحية والاحتياجات الأساسية، مع إيلاء اهتمام خاص للحالات والفئات التي قد تكون في حاجة إلى حماية أو رعاية إضافية.<br>كما شدد الفريق على أهمية تعزيز التعاون بين الجهات الوطنية المختصة والشركاء الدوليين، بما يدعم تطوير آليات إدارة مراكز الإيواء، وتحسين مستوى الخدمات المقدمة للمهاجرين، ومعالجة التحديات العملية التي تواجه الجهات القائمة على إدارة هذه المراكز، في إطار واضح من المسؤولية القانونية والإنسانية المشتركة.<br>وتأتي هذه الزيارة في إطار الدور الرقابي والحقوقي للمجلس الوطني للحريات وحقوق الإنسان، واختصاصه في رصد أوضاع حقوق الإنسان ومتابعة أماكن الاحتجاز والإيواء وتوثيق الملاحظات والتحديات ورفع التوصيات إلى الجهات المختصة، بما يسهم في تعزيز حماية الحقوق والحريات العامة وترسيخ مبادئ سيادة القانون والمعاملة الإنسانية.<br>وأكد المجلس استمرار متابعته لأوضاع المهاجرين داخل مراكز الإيواء، وحرصه على مواصلة التنسيق والتعاون مع وزارة الداخلية، وإدارة مكافحة الهجرة غير الشرعية، وبعثة الأمم المتحدة للدعم في ليبيا، والجهات الدولية المختصة، وكافةً السلطات الوطنية المختصة بما يسهم في دعم الجهود الوطنية لمعالجة ملف الهجرة، وتعزيز احترام حقوق الإنسان والكرامة الإنسانية، وترسيخ مقاربة تقوم على التعاون المؤسسي وتكامل الأدوار والمسؤولية المشتركة.</strong></p>



<p class="wp-block-paragraph"><br>Joint Human Rights Visit by the National Council for Public Liberties and Human Rights and the United Nations Support Mission in Libya to Bir Al-Ghanam Migrant Shelter to Follow Up on Migrants’ Conditions and Efforts to Improve Humanitarian Conditions<br>Wednesday, 30 September 2026<br>The National Council for Public Liberties and Human Rights conducted a field visit on Wednesday morning to the Migrant Shelter in Bir Al-Ghanam, located approximately 90 kilometers southwest of the capital, Tripoli. The visit was carried out as part of the Council’s efforts to follow up on the conditions of migrants and directly assess the accommodation conditions, care, and services provided to them, as well as to monitor the efforts and challenges related to the management of the shelter.<br>The human rights team tasked with overseeing the Council’s work was headed by Professor Abdelmawla Ramadan Antisha, accompanied by a number of department directors and members of the Council’s field-visit team responsible for monitoring conditions in places of detention and accommodation. The visit was also attended by Mr. Al-Hassan Rezaei, representing the Human Rights, Transitional Justice and Rule of Law Section of the United Nations Support Mission in Libya (UNSMIL).<br>Upon arrival, the delegation was received by the Director of the Department for Combating Illegal Migration, the Director of the Human Rights Office at the Ministry of Interior, and the Director of the Bir Al-Ghanam Migrant Shelter, along with a number of officers and officials from the relevant department and shelter.<br>At the beginning of the visit, the delegation received a briefing on the nature of the shelter’s work and its management mechanisms, as well as the efforts undertaken by the Ministry of Interior, represented by the Department for Combating Illegal Migration, to provide accommodation and care requirements and improve the humanitarian conditions of migrants residing at the shelter. The briefing also addressed the main challenges facing the authorities responsible for managing the facility.<br>The delegation also reviewed data concerning the number of migrants currently accommodated at the shelter, which exceeds 360 migrants of various nationalities, including Bangladesh, Pakistan, Egypt, Algeria, Syria, Niger, Somalia, Ethiopia, Nigeria, and Sudan. The supervising authorities explained that the majority of those currently at the shelter had been rescued or intercepted at sea.<br>The meeting also addressed the measures taken concerning the migrants’ situations, particularly communication and coordination with the embassies and diplomatic missions of the countries of origin of the migrants, as well as the completion of the necessary procedures for return or deportation, in accordance with the applicable legal frameworks and procedures and with due regard to relevant human rights safeguards and principles.<br>Following the briefing, the joint human rights team conducted a field tour inside the shelter, including the migrants’ accommodation areas and available facilities and services. The team observed the living and health conditions and the availability of basic needs, and heard explanations from officials regarding service provision mechanisms and the handling of cases accommodated at the facility.<br>Shelter officials informed the human rights team that women and children are not accommodated at the facility. Instead, coordination is undertaken with the embassies and diplomatic missions of their respective countries to receive them and follow up on their cases, taking into account the specific circumstances and protection needs of these groups in accordance with the procedures in place.<br>The team also discussed the main challenges facing the shelter administration and the competent authorities within the Ministry of Interior, particularly the increasing number of migrants, the diversity of nationalities, the requirements for providing basic services, procedures related to communication with embassies and diplomatic missions, and the need for continued coordination among the various national and international stakeholders involved in migration-related matters.<br>In this context, the National Council for Public Liberties and Human Rights emphasized the importance of managing migrants’ situations in accordance with national legislation and relevant international human rights principles and standards, ensuring respect for human dignity, humane treatment, access to healthcare, and the provision of basic needs, with particular attention to cases and groups that may require additional protection or care.<br>The team also stressed the importance of strengthening cooperation between the competent national authorities and international partners in order to support the development of mechanisms for managing migrant shelters, improve the level of services provided to migrants, and address the practical challenges faced by the authorities responsible for managing these facilities, within a clear framework of shared legal and humanitarian responsibility.<br>The visit forms part of the National Council for Public Liberties and Human Rights’ human rights monitoring and oversight role and its mandate to monitor human rights conditions, follow up on places of detention and accommodation, document observations and challenges, and submit recommendations to the competent authorities. These efforts contribute to strengthening the protection of human rights and public liberties, promoting the rule of law, and upholding principles of humane treatment.<br>The Council reaffirmed its continued monitoring of the conditions of migrants in accommodation centers and its commitment to maintaining coordination and cooperation with the Ministry of Interior, the Department for Combating Illegal Migration, UNSMIL, relevant international bodies, and all competent national authorities. Such cooperation aims to support national efforts to address migration-related challenges, strengthen respect for human rights and human dignity, and promote an approach based on institutional cooperation, complementary roles, and<br>shared responsibility.</p>

<p class="wp-block-paragraph"><br>Consultative Meeting between the Benghazi Public Prosecutor and the National Council for Public Liberties and Human Rights, with the Participation of the United Nations Support Mission in Libya<br>Benghazi | 29 September 2026<br>A consultative meeting was held this Tuesday morning in the city of Benghazi between the Public Prosecutor of Benghazi, Mr. Adam Al-Kilani Al-Aribi, and Ms. Naima Al-Aribi, Deputy Head of the National Council for Public Liberties and Human Rights, in the presence of a number of human rights officers from the Council, as well as Mr. Marco, Head of the Human Rights, Transitional Justice and Rule of Law Section of the United Nations Support Mission in Libya (UNSMIL), and Ms. Bushra, the Section’s representative in Benghazi.<br>The meeting discussed ways to strengthen cooperation and coordination between the Office of the Public Prosecutor, the National Council for Public Liberties and Human Rights, and the Human Rights, Transitional Justice and Rule of Law Section of UNSMIL, in a manner that contributes to supporting justice, protecting human rights, and strengthening fair trial guarantees.<br>The participants also discussed mechanisms for exchanging legal and human rights expertise and knowledge, as well as the possibility of implementing joint programmes in the areas of training and capacity-building, institutional development and performance enhancement, human rights monitoring and documentation, and promoting awareness of international human rights standards and the rule of law.<br>The participants underscored the importance of developing channels of communication and coordination among the relevant institutions in order to enhance their effectiveness and independence, and to support access to justice and the protection of fundamental rights and freedoms, in accordance with national legislation and relevant international obligations.<br>The meeting forms part of ongoing efforts to build sustainable institutional partnerships between national and international stakeholders and to exchange expertise and good practices, thereby contributing to the development of the justice system and the strengthening of human rights protection and the rule of law in Libya.</p>

<p class="has-text-align-right wp-block-paragraph">National Council for Public Liberties and Human Rights Participates as an Observer in the Fourth Regular Meeting of the National Committee for Human Rights and the National Mechanism for Coordinating the Preparation of National Reports<br>الثلاثاء، 29 سبتمبر 2026<br><strong>شارك المجلس الوطني للحريات وحقوق الإنسان، بصفة مراقب، في الاجتماع العادي الرابع للعام 2026م لكل من اللجنة الوطنية لحقوق الإنسان المشكلة بموجب قرار مجلس الوزراء رقم (532) لسنة 2022م، والآلية الوطنية لتنسيق كتابة التقارير الوطنية في مجال حقوق الإنسان المشكلة بموجب قرار مجلس الوزراء رقم (533) لسنة 2022م، والذي عُقد برئاسة معالي وزيرة العدل، السيدة حليمة إبراهيم، رئيسة اللجنة الوطنية لحقوق الإنسان.<br>ومثّل المجلس في الاجتماع الأستاذ عبدالمولى أبونتيشة، رئيس المجلس الوطني للحريات وحقوق الإنسان المكلف وذلك في إطار متابعة المجلس للجهود الوطنية ذات الصلة بتعزيز منظومة حقوق الإنسان، وتنسيق إعداد التقارير الوطنية، ودعم آليات التعاون والتنسيق بين المؤسسات الوطنية المعنية بالوفاء بالالتزامات الدولية لدولة ليبيا في مجال حقوق الإنسان.<br>وشهد الاجتماع مشاركة أعضاء اللجنة الوطنية، من بينهم معالي وزيرة الشؤون الاجتماعية، ومعالي وزير الدولة لشؤون المهجرين وحقوق الإنسان، ووكيل وزارة العمل، ومدير مكتب وزارة الخارجية، ومدير مكتب حقوق الإنسان بوزارة الداخلية، ومدير مكتب حقوق الإنسان بمكتب النائب العام، إلى جانب أعضاء المستويين الثاني والثالث بالآلية الوطنية لتنسيق كتابة التقارير الوطنية.<br>وناقش الاجتماع جملة من الموضوعات المدرجة على جدول أعماله، في مقدمتها اعتماد محضر الاجتماع السابق، واستعراض آخر المستجدات المتعلقة بإعداد التقارير الوطنية في مجال حقوق الإنسان التي أنجزتها الآلية الوطنية، إلى جانب متابعة التقارير الجديدة التي باشرت الآلية إعدادها، وما يرتبط بذلك من أعمال تنسيق وجمع وتحليل للبيانات والمعلومات ذات الصلة.<br>كما استعرض الاجتماع التقرير المقدم من فريق رصد وتوثيق انتهاكات حقوق الإنسان التابع لوزارة العدل، وما تضمنه من حالات ووقائع موثقة، حيث جرت مناقشة آليات متابعة الحالات الواردة في التقرير، بما يكفل التعامل معها وفق الأطر القانونية ذات الصلة، ويعزز ضمانات حماية حقوق الأفراد وحرياتهم الأساسية.<br>وأكدت مشاركة المجلس بصفة مراقب أهمية تعزيز التنسيق والتكامل بين المؤسسات الوطنية المعنية بحقوق الإنسان، وتطوير منهجيات إعداد التقارير الوطنية وفق المعايير القانونية والحقوقية المعتمدة، بما يسهم في دعم قدرة الدولة على الوفاء بالتزاماتها الدولية، وتعزيز الشفافية ودقة المعلومات الوطنية المقدمة في هذا المجال.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>ويأتي حضور المجلس لهذا الاجتماع في إطار اختصاصاته ودوره الوطني في رصد أوضاع حقوق الإنسان، ومتابعة الالتزامات الدولية ذات الصلة، وتعزيز التعاون مع الجهات الوطنية والدولية المعنية بحقوق الإنسان، وبما يدعم مسار تطوير المنظومة الوطنية لحماية وتعزيز حقوق الإنسان والحريات الأساسية في دولة ليبيا.</strong></p>



<p class="wp-block-paragraph"><br>The National Council for Public Liberties and Human Rights participated, in its capacity as an observer, in the fourth regular meeting of 2026 of both the National Committee for Human Rights, established pursuant to Council of Ministers Resolution No. (532) of 2022, and the National Mechanism for Coordinating the Preparation of National Reports in the Field of Human Rights, established pursuant to Council of Ministers Resolution No. (533) of 2022. The meeting was chaired by H.E. Ms. Halima Ibrahim, Minister of Justice and Chairperson of the National Committee for Human Rights.<br>The Council was represented at the meeting by Mr. Abdelmawla Ramadan Antisha, Acting Head of the Council, as part of the Council’s efforts to follow up on national initiatives aimed at strengthening the human rights system, coordinating the preparation of national reports, and supporting mechanisms for cooperation and coordination among national institutions responsible for fulfilling Libya’s international human rights obligations.<br>The meeting was attended by members of the National Committee, including H.E. the Minister of Social Affairs, H.E. the Minister of State for Displaced Persons and Human Rights, the Undersecretary of the Ministry of Labour, the Director of the Ministry of Foreign Affairs Office, the Director of the Human Rights Office at the Ministry of Interior, and the Director of the Human Rights Office at the Office of the Public Prosecutor, in addition to members of the second and third levels of the National Mechanism for Coordinating the Preparation of National Reports.<br>The meeting addressed a number of items on its agenda, foremost among them the adoption of the minutes of the previous meeting and a review of the latest developments concerning the preparation of national human rights reports completed by the National Mechanism. It also followed up on new reports currently being prepared by the Mechanism, as well as the related processes of coordination, collection, and analysis of relevant data and information.<br>The meeting also reviewed a report submitted by the Human Rights Violations Monitoring and Documentation Team of the Ministry of Justice, which included documented cases and incidents. Discussions focused on mechanisms for following up on the cases contained in the report, ensuring that they are addressed in accordance with the relevant legal frameworks and strengthening guarantees for the protection of individuals’ rights and fundamental freedoms.<br>The Council’s participation as an observer underscored the importance of strengthening coordination and complementarity among national institutions concerned with human rights, and of developing methodologies for the preparation of national reports in accordance with applicable legal and human rights standards. Such efforts contribute to strengthening the State’s capacity to fulfil its international obligations and to enhancing the transparency and accuracy of national information submitted in this field.<br>The Council’s participation in the meeting forms part of its mandate and national role in monitoring the human rights situation, following up on relevant international obligations, and strengthening cooperation with national and international stakeholders working in the field of human rights, thereby supporting efforts to develop Libya’s national system for the protection and promotion of human rights and fundamental freedoms</p>

<p class="has-text-align-right wp-block-paragraph"><strong>بحث رئيس المجلس الوطني للحريات وحقوق الإنسان المكلف ، الأستاذ عبدالمولى أبونتيشة، اليوم الخميس، مع الفريق مصطفى يحيى، رئيس لجنة الترتيبات الأمنية بالمنطقة الغربية وعضو لجنة 5+5، جملة من القضايا ذات الصلة بالأمن وحقوق الإنسان، وذلك خلال اللقاء الذي عُقد بمقر المجلس في العاصمة طرابلس.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>وتناول اللقاء الجهود المبذولة لتعزيز الأمن والاستقرار داخل المناطق الواقعة ضمن نطاق عمل الغرفة والقوة المشتركة، ودور الأجهزة والجهات المكلفة بإنفاذ القانون في حماية الأرواح، وصون الحق في الحياة والسلامة الشخصية، وحماية المدنيين وممتلكاتهم، والحد من الجريمة ومظاهر الانفلات الأمني، بما يكفل ممارسة المواطنين لحقوقهم وحرياتهم في بيئة آمنة ومستقرة.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>وأكد رئيس المجلس أن الأمن وحقوق الإنسان يمثلان مسارين متكاملين، وأن إنفاذ القانون وحماية النظام العام يجب أن يجريا في إطار سيادة القانون والالتزام بالضمانات القانونية والحقوقية، وبما يحفظ كرامة الإنسان ويصون الحقوق والحريات العامة، ويضمن عدم المساس بالحقوق إلا في الحدود التي يجيزها القانون ووفقاً للمعايير الوطنية والدولية ذات الصلة.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>وأشاد رئيس المجلس بالجهود التي تبذلها الغرفة الأمنية والقوة المشتركة في أداء مهامها، ولا سيما ما يتصل بحماية المواطنين وممتلكاتهم ومواجهة الجريمة وتعزيز الأمن داخل نطاق الاختصاص، مؤكداً أهمية مواصلة تطوير الأداء الأمني بما يعزز فاعلية إنفاذ القانون ويضمن حماية الأرواح والممتلكات، ويحافظ في الوقت ذاته على الحقوق والحريات الأساسية.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>كما استعرض المجلس نتائج أعمال الرصد والمتابعة التي يضطلع بها، والتي أظهرت انخفاضاً ملحوظاً في عدد من الوقائع والحالات المرصودة خلال شهر سبتمبر مقارنة بالفترات السابقة، مع التأكيد على أهمية مواصلة الرصد الحقوقي المستقل والموضوعي، والاستفادة من نتائجه في دعم الإجراءات التي من شأنها تعزيز حماية المدنيين والوقاية من الانتهاكات وتحسين الاستجابة المؤسسية لها.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>وشدد رئيس المجلس على أن استدامة الأمن والاستقرار تتطلب تكامل الأدوار بين المؤسسات الأمنية والرقابية والحقوقية، وتعزيز قنوات التواصل والتنسيق المؤسسي، بما يسهم في ترسيخ سيادة القانون، وتعزيز المساءلة، والوقاية من الانتهاكات، وحماية الحقوق والحريات، وبناء الثقة بين مؤسسات إنفاذ القانون والمجتمع.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>من جانبه، أكد رئيس لجنة الترتيبات الأمنية الفريق مصطفى يحيى أهمية استمرار التعاون والتنسيق مع المجلس الوطني للحريات وحقوق الإنسان، والاستفادة من الملاحظات والتوصيات والمقاربة الحقوقية التي يقدمها المجلس، بما يسهم في تطوير الأداء الأمني، وتعزيز الالتزام بالقانون والمعايير الحقوقية، وترسيخ الثقة بين المؤسسات الأمنية والمواطنين.</strong></p>

<p class="wp-block-paragraph">National Council for Public Liberties and Human Rights Receives Head of Security Arrangements Committee</p>



<p class="wp-block-paragraph">Tripoli – 24 September 2026</p>



<p class="wp-block-paragraph">The President of the National Council for Public Liberties and Human Rights, Mr. Abdelmoula Ramadan Antisha, met today, Thursday, with Lieutenant General Mustafa Yahya, Head of the Security Arrangements Committee in the Western Region and a member of the 5+5 Joint Military Commission, to discuss a number of issues related to security and human rights. The meeting was held at the Council’s headquarters in Tripoli.</p>



<p class="wp-block-paragraph">The meeting addressed efforts to strengthen security and stability in areas falling within the operational scope of the security chamber and joint force, as well as the role of law enforcement agencies and bodies in protecting lives, safeguarding the right to life and personal security, protecting civilians and their property, combating crime and addressing manifestations of insecurity, thereby enabling citizens to exercise their rights and freedoms in a safe and stable environment.</p>



<p class="wp-block-paragraph">The President of the Council emphasized that security and human rights are complementary and mutually reinforcing. He stressed that law enforcement and the maintenance of public order must be carried out within the framework of the rule of law and in compliance with legal and human rights safeguards, while preserving human dignity and protecting fundamental rights and public freedoms. He further underscored that any restriction of rights must remain within the limits permitted by law and in accordance with relevant national and international standards.</p>



<p class="wp-block-paragraph">The President commended the efforts undertaken by the security chamber and the joint force in carrying out their duties, particularly with regard to protecting citizens and their property, combating crime, and strengthening security within their area of responsibility. He stressed the importance of continuing to develop security performance in a manner that enhances the effectiveness of law enforcement and ensures the protection of lives and property, while safeguarding fundamental rights and freedoms.</p>



<p class="wp-block-paragraph">The Council also presented the findings of its monitoring and follow-up activities, which indicated a notable decrease in the number of incidents and cases documented during September compared with previous periods. The Council emphasized the importance of continuing independent and objective human rights monitoring and making use of its findings to support measures aimed at strengthening the protection of civilians, preventing violations, and improving institutional responses to them.</p>



<p class="wp-block-paragraph">The Council President stressed that sustainable security and stability require coordinated roles among security, oversight, and human rights institutions, as well as stronger channels of institutional communication and coordination. Such cooperation, he noted, contributes to strengthening the rule of law, accountability, and the prevention of violations, while protecting rights and freedoms, building public confidence in law enforcement institutions, and strengthening trust between institutions and the community.</p>



<p class="wp-block-paragraph">For his part, Lieutenant General Mustafa Yahya, Head of the Security Arrangements Committee, affirmed the importance of maintaining cooperation and coordination with the National Council for Public Liberties and Human Rights and benefiting from the observations, recommendations, and human rights-based approach provided by the Council. He noted that such cooperation contributes to improving security performance, strengthening compliance with the law and human rights standards, and fostering greater trust between security institutions and citizens.</p>

<p class="wp-block-paragraph"><br>Acting Deputy Head of the National Council for Public Liberties and Human Rights Meets with UNSMIL to Discuss Strengthening the Rule of Law and Human Rights Protection Mechanisms in Eastern Libya<br>Benghazi: 24 September 2026<br>Ms. Naima Al-Qasim Al-Aribi, Acting Deputy Head of the National Council for Public Liberties and Human Rights and Director of the Eastern Regions Department, met with officials from the Rule of Law and Human Rights Section of the United Nations Support Mission in Libya (UNSMIL) to discuss ways to strengthen institutional cooperation and coordination in the areas of the rule of law and human rights protection, as well as to develop human rights monitoring and follow-up mechanisms in eastern Libya.<br>The meeting was attended by Mr. Marco, Head of the Rule of Law and Human Rights Section at UNSMIL, and Ms. Bushra, Head of the Rule of Law Unit at the Mission’s Benghazi Office, alongside members of the Human Rights Technical Committee of the Council’s Eastern Regions Department.<br>The meeting addressed a number of priority issues within the Council’s mandate, foremost among them strengthening human rights monitoring and documentation mechanisms, supporting fair trial guarantees, following up on the conditions of places of detention, and developing the technical capacities of personnel working in the fields of human rights and the rule of law, in accordance with relevant international standards.<br>The two sides also discussed opportunities to develop cooperation programmes, build capacities, and exchange technical expertise, contributing to the strengthening of human rights practices based on professional monitoring and objective documentation, while supporting national institutions and relevant law enforcement authorities in fulfilling their legal and human rights obligations.<br>During the meeting, Ms. Naima underscored the important role played by the National Council for Public Liberties and Human Rights as an independent national institution mandated to protect and promote human rights and fundamental freedoms. She stressed the importance of expanding areas of cooperation with UNSMIL, particularly in the fields of technical support, training, and the exchange of expertise, in a manner that contributes to strengthening institutional performance and national human rights protection mechanisms.<br>For their part, representatives of UNSMIL commended the efforts of the Council, particularly the work of the Eastern Regions Department and its Technical Committee in the field of human rights monitoring and follow-up. <p class="has-text-align-right wp-block-paragraph">طرابلس : 22 سبتمبر 2026<br>National Council for Public Liberties and Human Rights Concludes Training Programme on Strengthening Human Rights-Based Environmental Monitoring<br>Tripoli, 22 September 2026<br><strong>اختُتمت مساء أمس الثلاثاء بالعاصمة طرابلس أعمال البرنامج التدريبي المتخصص حول تعزيز الرصد البيئي القائم على حقوق الإنسان ، الذي نظمه المجلس الوطني للحريات وحقوق الإنسان بدعم من برنامج الأمم المتحدة الإنمائي (UNDP)، بمشاركة موظفي المجلس من مختلف المناطق الغربية والشرقية والجنوبية، إلى جانب ممثلين عن جهاز الشرطة البيئية، ومكتب حقوق الإنسان بوزارة الداخلية، ومؤسسة الطاقة الذرية.<br>وشكّل البرنامج الذي أستمرّ لمدة ثلاثة أيام متتالية مساحة تدريبية متخصصة لتعزيز المعارف والمهارات العملية في مجال الرصد البيئي والتوثيق وإعداد التقارير القائمة على الأدلة، وربط القضايا البيئية بمنظومة حقوق الإنسان والحريات الأساسية.<br>وشهد اليوم الختامي عدداً من الجلسات والتطبيقات العملية، تناولت رصد الأضرار البيئية وآليات العمل والتنسيق مع المجتمع المدني والسلطات المحلية والخبراء البيئيين، إلى جانب تبادل الخبرات والتجارب المقارنة في مجال الرصد البيئي القائم على الحقوق.<br>وفي إطار الاستفادة من التجارب الدولية والإقليمية، استعرض السيد محمد صبري، مستشار رئاسة المجلس الوطني لحقوق الإنسان بالمملكة المغربية، عبر التواصل المرئي التجربة المغربية في مجال العمل والرصد البيئي من منظور حقوق الإنسان، فيما قدم الأستاذ عامر حسن شنته، قاضي التحقيق بجمهورية العراق، عرضاً حول التجربة العراقية في التعاطي مع القضايا البيئية من منظور قانوني وقضائي.<br>كما تضمن اليوم الختامي تمريناً تطبيقياً لإعداد تقرير رصد بيئي معمق، شاركت فيه مجموعات العمل من المتدربين، حيث جرى عرض ومناقشة المخرجات، وتقديم ملاحظات وتدخلات فنية هدفت إلى تعزيز القدرة على تحويل المعارف المكتسبة إلى أدوات عملية قابلة للإدماج في منظومة عمل المجلس.<br>وفي هذا السياق، ناقش المشاركون الخطوات العملية لإدماج منهجيات الرصد البيئي القائم على حقوق الإنسان ضمن سير عمل المجلس، بما يعزز قدرته على الرصد والتوثيق والتحليل وإعداد التقارير الحقوقية القائمة على الأدلة.<br>وحضر الجلسة الختامية الأستاذ عبدالمولى رمضان أنتيشة، المكلف بتسيير أعمال المجلس الوطني للحريات وحقوق الإنسان، حيث أكد في كلمته أهمية البرنامج في تطوير قدرات المجلس وتعزيز أدواته في مجال الرصد البيئي من منظور حقوق الإنسان، مشيداً بمستوى التعاون القائم مع برنامج الأمم المتحدة الإنمائي والدعم الذي يقدمه لتطوير القدرات المؤسسية والفنية للمجلس.<br>كما أثنى الأستاذ أنتيشة على الجهود والخبرة التي قدمها الدكتور شون أوكونيل، أخصائي سيادة القانون وحقوق الإنسان ببرنامج الأمم المتحدة الإنمائي، خلال أعمال البرنامج، وما أظهره من مستوى مهني وفني أسهم في إثراء الجانب التدريبي والتطبيقي.<br>من جانبه، أكد الأستاذ حسام الدين إسحاق، مدير مشروع سيادة القانون وحقوق الإنسان ببرنامج الأمم المتحدة الإنمائي، أهمية الشراكة القائمة بين البرنامج والمجلس، مجدداً التأكيد على مواصلة دعم جهود المجلس في مجال تعزيز حقوق الإنسان وبناء القدرات وتطوير الأداء المؤسسي.<br>وفي ختام البرنامج، جرى توزيع شهادات المشاركة على المتدربين، وإجراء التقييم الختامي لأعمال البرنامج، والتقاط الصورة الجماعية للمشاركين والمنظمين.<br>ويؤكد المجلس الوطني للحريات وحقوق الإنسان من خلال هذا البرنامج مواصلة جهوده في تطوير منظومة الرصد والتوثيق الحقوقي، وتعزيز القدرات الوطنية في التعامل مع القضايا البيئية، وترسيخ المقاربة القائمة على حقوق الإنسان في حماية البيئة وضمان الحقوق والحريات الأساسية.</strong></p>



<p class="has-text-align-left wp-block-paragraph"><br>National Council for Public Liberties and Human Rights Concludes Training Programme on Strengthening Human Rights-Based Environmental Monitoring<br>Tripoli, 22 September 2026<br>The National Council for Public Liberties and Human Rights concluded yesterday evening in Tripoli a specialized three-day training programme on Strengthening Human Rights-Based Environmental Monitoring, organized by the Council with the support of the United Nations Development Programme (UNDP).<br>The programme brought together Council staff from various areas across western, eastern and southern Libya, alongside representatives of the Environmental Police, the Human Rights Office at the Ministry of Interior, and the Atomic Energy Institution.<br>The three-day programme provided a specialized training platform aimed at strengthening participants’ knowledge and practical skills in environmental monitoring, documentation, and evidence-based reporting, while linking environmental issues to the human rights framework and fundamental freedoms.<br>The final day featured a number of sessions and practical exercises addressing the monitoring of environmental harm, working mechanisms, and coordination with civil society, local authorities, and environmental experts. It also provided an opportunity for participants to exchange experiences and comparative practices in the field of rights-based environmental monitoring.<br>As part of the programme’s efforts to draw on international and regional experiences, Mr. Mohamed Sabri, Adviser to the Presidency of the National Human Rights Council of the Kingdom of Morocco, presented, via videoconference, the Moroccan experience in environmental work and monitoring from a human rights perspective.<br>Mr. Amer Hassan Shanta, Investigating Judge in the Republic of Iraq, also delivered a presentation on the Iraqi experience in addressing environmental issues from legal and judicial perspectives.<br>The final day also included a practical exercise on preparing an in-depth environmental monitoring report. Participants worked in groups to develop and present their outputs, which were subsequently discussed and reviewed. Technical feedback and interventions were provided with the aim of strengthening participants’ ability to translate the knowledge acquired during the programme into practical tools that can be integrated into the Council’s work.<br>In this context, participants discussed practical steps for integrating human rights-based environmental monitoring methodologies into the Council’s working procedures, thereby strengthening its capacity for monitoring, documentation, analysis, and the preparation of evidence-based human rights reports.<br>The closing session was attended by Mr. Abdulmoula Ramadan Antisha, Acting Head of the National Council for Public Liberties and Human Rights. In his remarks, Mr. Antisha emphasized the importance of the programme in developing the Council’s capacities and strengthening its tools for environmental monitoring from a human rights perspective. He also commended the ongoing cooperation with the United Nations Development Programme and the support it provides to enhance the Council’s institutional and technical capacities.<br>Mr. Antisha further expressed his appreciation for the efforts and expertise provided by Dr. Sean O’Connell, Rule of Law and Human Rights Specialist at UNDP, throughout the programme, noting the high level of professionalism and technical expertise that contributed significantly to enriching both its training and practical components.<br>For his part, Mr. Hossam El-Din Ishaq, Rule of Law and Human Rights Project Manager at UNDP, underscored the importance of the partnership between UNDP and the Council, reaffirming the Programme’s continued support for the Council’s efforts to promote human rights, build capacities, and strengthen institutional performance.<br>At the conclusion of the programme, certificates of participation were presented to the trainees, followed by a final evaluation of the programme and a group photograph of the participants and organizers.<br>Through this programme, the National Council for Public Liberties and Human Rights reaffirms its continued efforts to develop its human rights monitoring and documentation system, strengthen national capacities in addressing environmental issues, and further promote a human rights-based approach to environmental protection and the safeguarding of fundamental rights and freedoms</p>

<p class="has-text-align-right wp-block-paragraph">طرابلس : 20 سبتمبر 2026<br>ational Council for Public Liberties and Human Rights Organizes Training Programme on Strengthening Human Rights-Based Environmental Monitoring<br>Tripoli, 20 September 2026<br><strong>انطلقت صباح اليوم الأحد بفندق المهاري بالعاصمة طرابلس أعمال البرنامج التدريبي المتخصص حول تعزيز الرصد البيئي القائم على حقوق الإنسان ، الذي ينظمه المجلس الوطني للحريات وحقوق الإنسان، بدعم من برنامج الأمم المتحدة الإنمائي (UNDP) – مشروع العدالة وسيادة القانون وحقوق الإنسان، وبمشاركة عدد من موظفي المجلس من المناطق الشرقية والغربية والوسطى والجنوبية، و موظفي ديوان المجلس ، الي جانب ممثلي عن مكتب حقوق الإنسان بوزارة الداخلية وجهاز الشرطة البيئية.<br>ويأتي تنظيم هذا البرنامج في إطار جهود المجلس الرامية إلى تطوير قدراته المؤسسية والفنية في مجال الرصد والتوثيق والمتابعة وإعداد التقارير المتعلقة بالقضايا البيئية من منظور حقوق الإنسان، وتعزيز قدرات المؤسسات الوطنية ذات الصلة على التعامل مع التحديات البيئية وفق منهجية حقوقية تستند إلى المعايير الدولية وأفضل الممارسات ذات الصلة.<br>واستُهلت أعمال البرنامج بعرض مرئي تناول تقييم الحالة البيئية في ليبيا، قدمه الدكتور علي المنتصر، رئيس فريق الطاقة والبيئة ببرنامج الأمم المتحدة الإنمائي، مستعرضاً أبرز التحديات والقضايا البيئية وانعكاساتها على مسار التنمية والتمتع بالحقوق الأساسية.<br>ويتولى الدكتور شون أوكونيل، أخصائي سيادة القانون وحقوق الإنسان ببرنامج الأمم المتحدة الإنمائي، تقديم محاور البرنامج التدريبي، التي تركز على تطوير المهارات العملية والمنهجية في مجالات الرصد البيئي، وجمع المعلومات والبيانات، والتوثيق والتحليل، وتقييم الآثار الحقوقية للقضايا البيئية، وإعداد التقارير القائمة على الأدلة.<br>ويهدف البرنامج إلى تعزيز قدرات المجلس الوطني للحريات وحقوق الإنسان والمؤسسات الوطنية ذات الصلة في ليبيا على رصد وتوثيق والإبلاغ عن القضايا البيئية وانعكاساتها على حقوق الإنسان، بما يتسق مع المعايير الدولية ذات الصلة، ويسهم في دعم صنع السياسات والقرارات القائمة على الأدلة، وتعزيز المساءلة، وحماية حقوق المواطنين والحريات الأساسية.<br>ويستند البرنامج إلى مقاربة مفادها أن القضايا البيئية لم تعد شأناً تنموياً أو فنياً منفصلاً عن حقوق الإنسان، بل ترتبط ارتباطاً وثيقاً بمجموعة واسعة من الحقوق الأساسية، وفي مقدمتها الحق في الحياة والصحة والمياه والغذاء والسكن الملائم، فضلاً عن الحق في الحصول على المعلومات والمشاركة في الشأن العام، وغيرها من الحقوق التي قد تتأثر بصورة مباشرة أو غير مباشرة بالظروف البيئية.<br>كما يناقش البرنامج الآثار الحقوقية الناجمة عن عدد من التحديات البيئية، من بينها التلوث، وتدهور الموارد الطبيعية، وسوء إدارة النفايات، وتلوث المياه والهواء، والتصحر، وتغير المناخ، والضغوط المتزايدة على الموارد الطبيعية، وما قد تترتب عليها من مخاطر تمس تمتع الأفراد بحقوقهم الأساسية.<br>ويولي البرنامج اهتماماً خاصاً بمبدأ عدم ترك أحد خلف الركب، من خلال تناول الآثار المتفاوتة للتحديات البيئية على الفئات الأكثر عرضة للمخاطر، بالنظر إلى اختلاف الظروف الاجتماعية والاقتصادية والجغرافية ومدى القدرة على الوصول إلى الموارد والخدمات والحماية.<br>ويستمر البرنامج التدريبي على مدى ثلاثة أيام، بما يوفر للمشاركين مساحة عملية لتبادل الخبرات والمعارف، وتطوير أدوات ومنهجيات الرصد والتوثيق، بما يعزز دور المؤسسات الوطنية في متابعة القضايا البيئية من منظور حقوق الإنسان، ويسهم في بناء منظومة وطنية أكثر فاعلية في الرصد المبكر، والتوثيق، وإعداد التقارير، ودعم الاستجابات القائمة على الأدلة وحماية الحقوق والحريات الأساسية.</strong><br>National Council for Public Liberties and Human Rights Organizes Training Programme on Strengthening Human Rights-Based Environmental Monitoring<br>Tripoli, 20 September 2026<br>The National Council for Public Liberties and Human Rights today launched a specialized training programme on “Strengthening Human Rights-Based Environmental Monitoring” at the Mahari Hotel in Tripoli. The programme is organized by the Council with the support of the United Nations Development Programme (UNDP) – Justice, Rule of Law and Human Rights Project, and brings together Council staff from Libya’s eastern, western, central and southern regions, alongside staff from the Council’s headquarters, representatives of the Human Rights Office at the Ministry of Interior, and the Environmental Police.<br>The programme forms part of the Council’s efforts to strengthen its institutional and technical capacities in monitoring, documenting, following up on and reporting environmental issues from a human rights perspective. It also seeks to enhance the capacities of relevant national institutions to address environmental challenges through a rights-based approach grounded in international standards and relevant good practices.<br>The programme opened with a visual presentation on the environmental situation in Libya, delivered by Dr. Ali Al-Muntasir, Head of the Energy and Environment Team at UNDP. The presentation highlighted key environmental challenges and their implications for sustainable development and the enjoyment of fundamental rights.<br>Dr. Sean O’Connell, Human Rights and Rule of Law Specialist at UNDP, is delivering the main training sessions, which focus on developing practical and methodological skills in environmental monitoring, information and data collection, documentation and analysis, assessment of the human rights impacts of environmental issues, and evidence-based reporting.<br>The programme aims to strengthen the capacity of the National Council for Public Liberties and Human Rights and other relevant national institutions in Libya to monitor, document and report on environmental issues and their human rights implications, in line with relevant international standards. It also seeks to contribute to evidence-based policymaking and decision-making, strengthen accountability, and protect citizens’ rights and fundamental freedoms.<br>The programme is based on the recognition that environmental issues can no longer be viewed solely as developmental or technical matters separate from human rights. They are closely connected to a broad range of fundamental rights, including the rights to life, health, water, food and adequate housing, as well as the right to access information and participate in public affairs.<br>It also addresses the human rights implications of a range of environmental challenges, including pollution, the degradation of natural resources, inadequate waste management, air and water pollution, desertification, climate change, and increasing pressure on natural resources, and the potential risks these challenges may pose to the enjoyment of fundamental rights.<br>Particular attention is given to the principle of “leaving no one behind”, including the differentiated impacts of environmental risks on groups that may be more vulnerable to environmental degradation, taking into account social, economic and geographic circumstances and differences in access to resources, services and protection.<br>The three-day training programme provides participants with an opportunity to exchange knowledge and experience and to develop practical tools and methodologies for environmental monitoring and documentation. It ultimately seeks to strengthen the role of national institutions in addressing environmental issues from a human rights perspective and contribute to a more effective national framework for early monitoring, documentation, evidence-based reporting and rights-based responses to environmental challenges</p>

<p class="has-text-align-right wp-block-paragraph"><strong>شارك المجلس الوطني للحريات وحقوق الإنسان في أعمال الحلقة النقاشية المستديرة التي عُقدت في العاصمة طرابلس بمناسبة اليوم الدولي لضحايا الاختفاء القسري، تحت عنوان: «معالجة قضية الأشخاص المفقودين من خلال المشاركة الفعالة للضحايا واستجابة أكثر ملاءمة من قطاعي العدالة والأمن»، بتنظيم مشترك بين بعثة الأمم المتحدة للدعم في ليبيا وبرنامج الأمم المتحدة الإنمائي، وبمشاركة عدد من المؤسسات الوطنية والدولية وأسر المفقودين والضحايا.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>وشهدت الحلقة حضور رئيس لجنة المصالحة والعدل بمجلس النواب الأستاذ ميلود الأسود ومقرر اللجنة التشريعية بمجلس النواب د عبدالسلام نصيّة و نائبة الممثل الخاص للأمين العام للأمم المتحدة للشؤون السياسية، ستيفاني خوري، ونائب رئيس بعثة الأمم المتحدة للدعم في ليبيا للشؤون السياسية، والسفير الهولندي لدى ليبيا، ورئيسة مكتب برنامج الأمم المتحدة الإنمائي في ليبيا، و ممثلين عن المؤسسات والجهات الوطنية المعنية بملف المفقودين، من بينها الهيئة العامة للبحث والتعرف على المفقودين، إلى جانب ممثلي البعثة الأممية وبرنامج الأمم المتحدة الإنمائي وشركاء دوليين، فضلاً عن ممثلي أسر المفقودين والضحايا.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>ومثّل المجلس في أعمال الحلقة الأستاذ عبدالمولى رمضان أبونتيشة، القائم بأعمال المجلس، رفقة مدير إدارة التعاون الدولي ، وفي كلمته الافتتاحية، أكد الأستاذ عبدالمولى أنتيشة أن قضية المفقودين والاختفاء القسري تمثل أولوية وطنية وحقوقية، لما تترتب عليها من حقوق أصيلة للضحايا وذويهم، وفي مقدمتها الحق في معرفة الحقيقة، والوصول إلى العدالة، وجبر الضرر، مشددًا على أهمية أن تكون مشاركة أسر المفقودين والضحايا في مسارات البحث والتحقيق والمساءلة والمصالحة مشاركة حقيقية وفاعلة.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>كما شدد على أهمية تعزيز التنسيق بين المؤسسات الوطنية والشركاء الدوليين، وتطوير الأطر القانونية والآليات المؤسسية اللازمة لمعالجة ملف المفقودين وفق المعايير الدولية لحقوق الإنسان، بما يكفل حماية حقوق الأسر، وحفظ الأدلة، وكشف مصير المفقودين، ومساءلة المسؤولين عن الانتهاكات وضمان عدم الإفلات من العقاب.</strong></p>



<p class="has-text-align-right wp-block-paragraph">وتناولت الحلقة عددًا من المحاور المرتبطة بملفات ترهونة ومرزق ودرنة وغيرها من المناطق، بما في ذلك جهود البحث والتعرف على الهوية، ومسارات التحقيق والمساءلة، وآليات التواصل مع الأسر، والتحديات التي تواجه الاستجابة الوطنية.</p>



<p class="has-text-align-right wp-block-paragraph"><strong>وأكد المشاركون أهمية الانتقال من المعالجات الجزئية إلى مقاربة وطنية شاملة لقضية المفقودين، تقوم على البحث عن الحقيقة، وتحقيق العدالة، وحماية حقوق الأسر، وتوفير الدعم النفسي والاجتماعي، وتعزيز مسارات المصالحة وجبر الضرر، مع ضمان عدم التمييز وحفظ كرامة الضحايا وذويهم.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>مؤكد أن معالجة قضية المفقودين لا تقتصر على كشف مصير الأشخاص المفقودين، وإنما تمتد إلى ضمان حقوق أسرهم، وكشف الحقيقة، وتحقيق العدالة، ومساءلة المسؤولين، وجبر الضرر، وضمان عدم تكرار الانتهاكات، بما ينسجم مع التزامات دولة ليبيا في مجال حقوق الإنسان.</strong></p>



<p class="has-text-align-right wp-block-paragraph"><strong>ويأتي حضور المجلس و مشاركته في هذه الحلقة في إطار اضطلاعه بمهامه في رصد وتوثيق انتهاكات حقوق الإنسان ومتابعة أوضاع المفقودين وأسرهم، وتعزيز التعاون مع المؤسسات الوطنية والدولية ذات الصلة، والدفاع عن حق الضحايا وذويهم في الحقيقة والعدالة والإنصاف.</strong></p>

<p class="wp-block-paragraph">The National Council for Public Liberties and Human Rights participated in a roundtable discussion held in Tripoli on the occasion of the International Day of the Victims of Enforced Disappearances, under the theme: “Addressing the Issue of Missing Persons through Meaningful Victim Participation and Responsive Justice and Security Sectors.” The event was jointly organized by the United Nations Support Mission in Libya (UNSMIL) and the United Nations Development Programme (UNDP), with the participation of a number of national and international institutions, families of missing persons, and victims.</p>



<p class="wp-block-paragraph">The discussion was attended by the Chair of the Reconciliation and Justice Committee of the House of Representatives, Mr. Miloud Al-Aswad; Rapporteur of the Legislative Committee of the House of Representatives, Dr. Abdulsalam Nasiya; Deputy Special Representative of the Secretary-General for Political Affairs, Ms. Stephanie Khoury; the Deputy Head of the United Nations Support Mission in Libya for Political Affairs; the Ambassador of the Netherlands to Libya; the Resident Representative of the United Nations Development Programme in Libya; and representatives of national institutions and authorities concerned with the missing persons file, including the General Authority for the Search and Identification of Missing Persons, as well as representatives of UNSMIL, UNDP, international partners, and families of missing persons and victims.</p>



<p class="wp-block-paragraph">The Council was represented at the discussion by Mr. Abdelmoula Ramadan Abuntisha, Acting Head of the Council, accompanied by the Director of the Department of International Cooperation.</p>



<p class="wp-block-paragraph">In his opening remarks, Mr. Abuntisha stressed that the issue of missing persons and enforced disappearance constitutes a national and human rights priority, given the fundamental rights of victims and their families at stake, foremost among them the right to know the truth, access to justice, and obtain reparation. He underscored the importance of ensuring that families of missing persons and victims have meaningful and effective participation in search, investigation, accountability, and reconciliation processes.</p>



<p class="wp-block-paragraph">He also emphasized the importance of strengthening coordination among national institutions and international partners, and of developing the necessary legal frameworks and institutional mechanisms to address the issue of missing persons in accordance with international human rights standards. Such mechanisms should ensure the protection of families’ rights, preservation of evidence, clarification of the fate of missing persons, accountability for those responsible for violations, and the prevention of impunity.</p>



<p class="wp-block-paragraph">The discussion addressed a number of issues related to the cases of Tarhuna, Murzuq, Derna, and other areas, including search and identification efforts, investigation and accountability processes, mechanisms for communication with families, and the challenges facing the national response.</p>



<p class="wp-block-paragraph">Participants emphasized the importance of moving beyond fragmented approaches towards a comprehensive national approach to the issue of missing persons, based on the pursuit of truth, the achievement of justice, the protection of families’ rights, the provision of psychological and social support, and the strengthening of reconciliation and reparation processes, while ensuring non-discrimination and preserving the dignity of victims and their families.</p>



<p class="wp-block-paragraph">The participants further affirmed that addressing the issue of missing persons is not limited to determining the fate of those who are missing. It also encompasses guaranteeing the rights of their families, establishing the truth, delivering justice, holding those responsible accountable, providing reparation, and ensuring guarantees of non-recurrence, in line with the State of Libya’s human</p>

<p class="has-text-align-right wp-block-paragraph"><br>طرابلس : 10 سبتمبر 2026<br>National Council for Public Liberties and Human Rights Participates in a Training Activity on Criminal Justice, Crime Prevention and Combating Crime<br>Tripoli, Libya | 10 September 2026<br><strong>شارك المجلس الوطني للحريات وحقوق الإنسان، بصفته مؤسسة وطنية مستقلة تُعنى بتعزيز وحماية حقوق الإنسان والحريات الأساسية، في نشاط تدريبي متخصص في مجالات العدالة الجنائية، ومنع الجريمة ومكافحتها، وتطوير منظومات الإحصاء وإعداد التقارير المتعلقة بمكافحة الاتجار بالبشر وتهريب المهاجرين، والذي نظمه مركز البحوث الجنائية والتدريب بمكتب النائب العام، بالتعاون مع مؤسسة خبراء فرنسا.<br>ومثّل المجلس في هذا النشاط كل من الأستاذة ابتسام الساحلي، مدير إدارة متابعة المرأة والطفل، والأستاذة فاطمة حواص، مدير إدارة استقبال الشكاوى ورصد الانتهاكات، وذلك في إطار اهتمام المجلس بتعزيز حضوره ومشاركته في المبادرات الوطنية ذات الصلة بحقوق الإنسان، ودعم تبادل الخبرات والممارسات الفضلى في المجالات المرتبطة بمنع الجريمة وحماية الفئات الأكثر عرضة للانتهاكات.<br>ويأتي هذا النشاط ضمن البرنامج التدريبي لمركز البحوث الجنائية والتدريب، وفي سياق دعم مشروع «التحول الرقمي للعدالة الجنائية» الذي تضطلع به النيابة العامة، وما يرتبط به من جهود لتطوير نظم الإحصاء والبيانات وإعداد التقارير المبنية على منهجيات علمية وبيانات موثوقة.<br>وشهد النشاط مشاركة عدد من وكلاء النيابة العامة والعاملين بمكتب النائب العام ونيابات مكافحة الهجرة غير الشرعية، إلى جانب باحثين ومختصين من مركز البحوث الجنائية والتدريب، وممثلين عن عدد من الجهات العامة، ومنظمات المجتمع المدني، إضافة إلى خبراء دوليين في مجال مكافحة الاتجار بالبشر وتهريب المهاجرين.<br>وتناول النشاط عدداً من الموضوعات ذات الصلة بجودة البيانات، وآليات جمعها وحمايتها والتحقق من دقتها، وضمان قابليتها للمقارنة، ومنهجيات تحليلها وتوظيف نتائجها في إعداد التقارير وصياغة السياسات واتخاذ القرارات المستندة إلى الأدلة.<br>كما ناقش المشاركون التحديات المرتبطة بجمع البيانات من مصادر وجهات متعددة، وأهمية تعزيز التنسيق وتبادل المعلومات بين المؤسسات والجهات ذات العلاقة، بما يسهم في الحد من تشتت البيانات أو ازدواجيتها، ويدعم بناء منظومة وطنية أكثر تكاملاً واستدامة للإحصاء وإعداد التقارير.<br>وتأتي مشاركة المجلس في هذا النشاط تأكيداً على أهمية التعاون المؤسسي وتبادل الخبرات بين الجهات الوطنية ذات الصلة، وتعزيز النهج القائم على حقوق الإنسان في التعامل مع قضايا العدالة الجنائية ومنع الجريمة ومكافحتها، بما في ذلك مكافحة الاتجار بالبشر وتهريب المهاجرين، مع أهمية مراعاة حقوق الضحايا والفئات المستضعفة وضمان حمايتهم وفقاً للتشريعات الوطنية والالتزامات الدولية ذات الصلة.<br>وفي ختام النشاط، أكد المشاركون أهمية تطوير آليات التنسيق البيني وإرساء أسس منهجية ومستدامة لجمع البيانات وتحليلها وإعداد التقارير، بما يعزز القدرة المؤسسية على تقييم الجهود الوطنية، وتطوير السياسات والتدابير الإدارية والقضائية والتشريعية ذات الصلة.</strong><br>National Council for Public Liberties and Human Rights Participates in a Training Activity on Criminal Justice, Crime Prevention and Combating Crime<br>Tripoli, Libya | 10 September 2026<br>The National Council for Public Liberties and Human Rights, as an independent national institution mandated to promote and protect human rights and fundamental freedoms, participated in a specialized training activity addressing criminal justice, crime prevention and combating crime, as well as the development of statistical systems and reporting mechanisms related to combating trafficking in persons and migrant smuggling. The activity was organized by the Criminal Research and Training Center of the Office of the Public Prosecutor, in cooperation with Expertise France.<br>The Council was represented by Ms. Ibtisam Al-Sahli, Director of the Department of Women and Children’s Affairs, and Ms. Fatma Hawwas, Director of the Department of Complaints Reception and Monitoring of Violations. Their participation reflects the Council’s commitment to strengthening its engagement in national initiatives related to human rights and to promoting the exchange of expertise and good practices in areas related to crime prevention and the protection of persons and groups at heightened risk of violations.<br>The activity was conducted as part of the training programme of the Criminal Research and Training Center and in the context of supporting the “Digital Transformation of Criminal Justice” project undertaken by the Public Prosecution, including efforts to develop statistical and data systems and to prepare reports based on sound methodologies and reliable data.<br>The activity brought together a number of members of the Public Prosecution, officials from the Office of the Public Prosecutor and the Prosecutor’s Offices responsible for combating irregular migration, as well as researchers and specialists from the Criminal Research and Training Center, representatives of a number of public institutions and civil society organizations, in addition to international experts in the field of combating trafficking in persons and migrant smuggling.<br>The training addressed a range of issues relating to data quality, mechanisms for collecting and protecting data, verifying its accuracy, ensuring comparability, and methodologies for data analysis and the use of its findings in preparing reports, developing policies, and supporting evidence-based decision-making.<br>Participants also discussed challenges associated with collecting data from multiple sources and institutions, as well as the importance of strengthening coordination and information-sharing among relevant institutions and stakeholders. Such efforts contribute to reducing data fragmentation and duplication and support the development of a more integrated and sustainable national system for statistics and reporting.<br>The Council’s participation in this activity underscores the importance of institutional cooperation and the exchange of expertise among relevant national stakeholders, while promoting a human rights-based approach to criminal justice, crime prevention and combating crime, including trafficking in persons and migrant smuggling. It also highlights the importance of safeguarding the rights of victims and persons in vulnerable situations and ensuring their protection in accordance with national legislation and relevant international obligations.<br>At the conclusion of the activity, participants emphasized the importance of developing inter-institutional coordination mechanisms and establishing sound and sustainable methodological foundations for data collection, analysis and reporting. These efforts are essential to strengthening institutional capacity to assess national efforts and to develop relevant administrative, judicial and legislative policies and measures. </p>

<p class="wp-block-paragraph">Statement of the National Council for Civil Liberties and Human Rights on Justice and Equality in the Wage and Salary System</p>



<p class="wp-block-paragraph">The National Council for Civil Liberties and Human Rights is closely following, with serious concern, the continuing professional demands and protests related to justice and equality in wages and salaries, particularly in the education and health sectors.</p>



<p class="wp-block-paragraph">The Council affirms that addressing imbalances in the wage system is a national responsibility that requires fair and transparent criteria, taking into account the nature of the work, qualifications, experience, level of responsibility, and working conditions.</p>



<p class="wp-block-paragraph">The Council calls upon the Council of Ministers and the legislative authority to take urgent action, engage in serious institutional dialogue, and develop comprehensive solutions before the crisis escalates and expands to other sectors and state institutions.</p>



<p class="wp-block-paragraph">The Council warns that the continuation of the crisis may undermine the regular functioning of public institutions and affect essential services and public life, stressing the need to strike a balance between the rights of workers and the continuity of essential services provided to citizens.</p>
